RESOLUTION:

AWARDING A CONTRACT FOR PROFESSIONAL CONSULTING
SERVICES FOR CABLE TV FRANCHISE RENEWAL AND MAKING
AN APPROPRIATION
WHEREAS, the Town of Leesburg's cable television Franchise Agreement will expire
March 24, 2000; and
WHEREAS, the Federal Communications Act provides for renewal proceedings to begin
three years before franchise expiration; and
WHEREAS, Cablevision of Loudoun has notified the town it intends to seek renewal of
the franchise; and
WHEREAS. the Cable TV Advisory Commission on June 9, 1997, recommended the
town hire a consultant to assist with the renewal process; and
WHEREAS, the Town Council on July 22, 1997, authorized the Town Manager to issue a
Request for Proposals for consulting services, to which two firms responded; and
WHEREAS. the Cable Commission on February 9, 1998, recommended Rice, Williams
Associates; and
WHEREAS, it is recommended that the work be accomplished in two phases; and
WHEREAS, the total cost for Phase I of the work has been established at $20,000; and
WHEREAS, a balance of $9,000 remains in budget Account 200-1225-300-300 for the
work; and
WHEREAS, additional funding in the amount of $11,000 is required to complete Phase I
of the work; and

WHEREAS, Phase II costs will be funded in the FY 99 budget.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I: The Town Manager is authorized to execute a contract with Rice, Williams
Associates for consulting services for cable TV franchise renewal·
SECTION II. An appropriation in the amount of $11,000 is made to budget Account 200-
1225-300-300 from the unappropriated general fund to fund Phase I of the work.
