The Meeting was called to Order at 4:00 PM by Chairman Carr. 2. Minutes: None ready for approval. 3. Waiting for the Selectmen to appoint a Historic Commission, Sumner indicated that it would be done at their next meeting. 4. Status of COA— Sumner stated that they are still working on an RFP. 5. Legal discussion: Sumner and Turano-Flores Recreation articles- these issues are still being reviewed by DOR, but at this point Town Counsel does not recommend that such articles go to town meeting. It is critical that all articles get to me early- in August. They must be roughed out and finished by September 15. Two weeks after the deadlines articles go to Town Counsel. It would help if the CPA invited Town Counsel to speak with them in August— if there are questions about articles. This last time the CPA was really late —town counsel does their analysis in February—with six weeks to two months to resolve any issues. We contacted DOR and they said "No" on the recreation articles, so they were withdrawn from the warrant. Turano-Flores — went to the CPA Coalition website for Articles 8 and then called DOR. She spoke with Kathleen Colleary— the chief at DOR. If there are any changes in DOR's view on recreation, the CPA can always bring back the articles. Many CPA articles are legally complex, especially for housing. The state legislature is working on modifying the recreation section of the CPA. Housing: Carr- Contracts are needed for housing agreements. He took the Chatham contract and modified it for Habitat for Humanity Slough Road and for LCCCDC-Nickerson Condominium. Hush —As things go on and get complicated the committee should ask Sumner to contact Town Counsel to resolve issues. If they need to contact Town Counsels in other towns, they will do so. Community Preservation Committee Wiutes June 14, 2006 Page 1 of 2 Carr- in re Housing: Hush, Ruchinskas and Reyburn will meet with the housing group for discussions. There are at least two issues: Tubman Road and Affordable Housing vs. Community Housing. The CPA says"Community Housing", The committee needs to be flexible on this issue. Historic Preservation: Turano-Flores—We are waiting for Mass Historic to respond about the draft Historic Preservation Restriction that was sent up to them. This can be a long process. Hush — Is there an inventory of historic properties in Brewster? Robinson- The HDC only did Route 6A properties and Factory Village. This would be a good CPA project. Orleans did this with CPA funds.
