The Meeting was called to Order at 4:30 PM by Chairman Carr. 2. Minutes: - May 24, (regular and Executive Session),June 14,2006— Motion to Approve by Hush,second by Bassett All 'AYE': 3. Taylor requested photos of progress of approved projects, such as the Windmill. Discussion of Contracts for housing approved projects 4. Ruchinskas—He has been working on housing contracts with Kara Cunha at Zisson &Veara. There are two contracts. The Lower Cape Cod CDC and Habitat are reviewing their draft copies. We are using the Chatham CPA contracts as templates.They are easy to use— boilerplate form. Paul Hush and I were at the Housing Partnership meeting. The Tubman Road consultants were there. They said that the engineering analysis indicated that only 5 acres could be used. —This would equal 17 units. 5. The Partnership felt that if they could not get at least 30 units, that it was not worth doing. They could not do enough units to make it worthwhile.There are other possible sites that would be better for"Smart Growth". 6. The deadline is July 15th. It would not be possible to send any parcel applications to the CPC in time. And, the consultant has already said no to one parcel. 7. Jillian Douglass still supports Tubman road. But they will try for the"Orchards" parcel. The Housing Partnership may still come in with an application. 8. Carr—the market is weakening for land. Prices should be falling and land should be able to be bought for cheap dollars. 9. Ruchinskas—I have suggested that the Housing Partnership come in with an application. There are a number of affordable units now coming up for re-sale. The Partnership should go for a pool of money and use the $$ to buy down prices on these units when they come on the market. It's a buyers market. It's a flat market. Community Preservation Committee Minutes June 28,2006 Page 1 of 2 10. Ruchinskas— Is the application deadline still the 15th of July? 11.Carr—Yes, but remember that we do have rolling applications; the only real deadlines are for Town Meeting Warrants. The next CPC meetings are on the 12th and the 26th at 4:30. 12. Ruchinskas— Have we received any applications? 13.Carr—We are due an application from the Historical Society and we already have the application from the Archival Committee from last year. I really would like to do a land housing deal. There are always lots of last minutes details. MOTION to Adjourn MOVED by Robinson, SECOND by Ruchinskas. All voted "AYE".
