Minutes July 26, 2006
PRESENT: Elliot Carr, Roy Robinson, Elizabeth Taylor, Bill Reyburn, Paul Ruchinskas,
Absent: Steve McKenna, Michael Lach, Paul Hush, Rollie Bassett,
Guests: Jillian Douglass (Assistant Town Administrator), Gary Christen, Tom Kowalski,
William Porter, Don Keeran,
The Meeting was called to Order at 4:30 PM by Chairman Carr.
1. REORGANIZATION:

2. MINUTES: None were available for approval.
3. OPEN SPACE COMMITTEE DISCUSSION:
Taylor introduced Open Space Committee members. Gary Christen. Tom Kowalski, Don Keeran
and William Porter
Taylor- Our applications are based upon which lands become available and are on our priority
list. We prioritize based on a number of bases including: protection of drinking water, habitat,
wetlands, wildlife corridors, rare & endangered species, abutting Town conservation areas, pond
protection, etc.
Christen- The Brewster Conservation Trust (BCT) has mapped out these priorities, so we have a
map with parcels of different colors, depending on how many of the priority bases they hit. Yellow
is lowest, to green, orange and red, the highest priority. We work very closely with BCT.

Taylor- Once a parcel becomes available, Mark Robinson, Executive Director of the Compact of
Cape Cod Conservation Trusts and BCT work in concert to contact the land owner and discuss a
possible purchase. If the owner is interested, we get a basic valuation appraisal. With this done,
the Open Space Committee, with Mark and BCT, arrive at a reasonable offer. Once the owner is
re-contacted, we go from there. If our offer is accepted, we then will come to the CPC with an
application for funding support, as well as apply for a State land acquisition grant.
Keeran- The APCC also works very closely with these organizations, with support in identification
of priority parcels and support at Town Meeting.
4. POSSIBLE OPEN SPACE ITEMS FOR FALL TOWN MEETING:
a. Wildflower Meadow/Grassland Restoration at Betty's Curve
b. Wing Island Grassland Restoration Project
c. Hawk's Nest (Ellis Property) —Grassland Restoration, removal of invasive
species- Monies are also available from state WHIP match.
There were a number of questions concerning whether or not CPA funds could be used for such
projects. Keith Johnson will come to the next CPC meeting to discuss these.
Taylor will check with Katherine Roth, Acting Director of the CPA Coalition for clarification of the
allowable uses of Open Space funds
5. NEW HISTORIC COMMISSION:
The Board of Selectmen approved the appointment of Roy Robinson, Sue Carr and Ellen St.
Sure on June 19th. They have all been sworn in.
6. HISTORIC COMMISSION STANDARDS — HOW DOES A STRUCTURE, ETC. QUALIFY
AS HISTORIC?
Robinson —There have been several questions concerning this subject from the new members of
the Historic Commission. He will contact Sarah Korjeff at the Cape Cod Commission to
ascertain how to determine whether an historic building is significant.
7. REVIEW OF APPLICATIONS:
A. Historic Preservation -3
1. Brewster Archival Committee- Preservation of archival material in the Town
Vault.
2. Brewster Historical Society - $77,000 for the Photographic Glass Plate
Negatives Preservation Project. The Society will provide $10,000 in funding.
3. First Parish Brewster - $55,000 to fund a Historical Preservation Consultant to assess
the physical state of the Church.
B. Community Housing -1
1. Housing Partnership - $850,000 —Tubman Road Property.

The above applications were forwarded to the appropriate sub-committees for review and
recommendations.
Other new applications will be discussed at the next CPC meeting.
9. ANY OTHER BUSINESS
