The Meeting was called to Order at 4:30 PM by Chairman Carr. 2. Minutes: -Approval of minutes for June 28th,July 26th, August 9a'. 2.3"4. Moved by Hush, second by Robinson. All "AYE" 3. Community Housing Update: An Underpass road property is under review. The cost for the consultant is approximately $5,000. This would be for a 40b proposal - 5 acres-with condos and rentals. No appraisal has been done yet-this will be for the highest and best use of the property. RFPs will go out soon. This is commercially zoned property. Has the Police Department been contacted concerning access issues? Could this be a mixed use property?Will this property work for us? It is clear that the Town needs more housing. Hush - Ii is critical that the CPA committee work with the Housing Committee to promote affordable housing. However, there are a number of questions that need to be answered concerning this property. It would be wonderful if we could find a property with no outstanding"issues"-which always seem to crop up as the Town looks for housing parcels. 4. Historic Preservation Restrictions: Discussion of CPA Roundtable meeting. HPRs were brought up and it was felt that buildings should have permanent restrictions. There was also the sense that if it is a problem waiting for MA Historic to approve an HPR- it might be possible to get a preliminary OK. Carr- Do we need HPRs for Gravestones? Glass Negatives? The Historic Commission should come up with standards for these. It might help to find out how other towns have been handling this. Community Preservation Committee Minutes September 27,2006 Page 1 of 2 Sue Carr-What standards are you looking for-this is an accountability issue. We need time lines, when work is to be done, when it will be finished. Maybe it would help to ask Chatham what standards they are working with - how do they approve funding as a project progresses. We have not seen any response from MA Historic to approve our draft HPR. I do not know if the State would accept putting an HPR on a building they own, such as Crosby Mansion. Buildings such as the Higgins Farm Windmill are much easier to cover. Lach - Historic New England -a society for the protection of New England entities- asks for a stewardship endowment-to cover the costs of monitoring - $45-50,000 which could be part of our administrative expenses for a project. Carr-There is also the"Separation of church and state"issue. - Dennis approved a church for CPA funds. There was a thorough discussion of the issues. Part of the agreement was that the Town has 1900 hours worth of use of meeting space for community groups. We could get a copy of their CPA article. Hush - First Parish is talking about asking for $44,000 for an almost totally undefined project that will costs over one million dollars. The committee needs specific information, total project data. The church application for Dennis was much better defined. First Parish is planning on coming back here in February and they already have $80,000. They will be forming a separate non-profit corporation to deal with the work itself. Barnstable has also given CPA funds to a church. Carr-Several individuals are still very concerned about the"church-State" issues. The committee needs to define the Town role in the building -there will have to be public access/uses of the building. Public relations will be very important for this project. Will the organization own the building? Is the church only restoring the original meeting house?There are many questions that will have to be answered when and if the First Parish brings forth an application. 5. Town legal bill: $853.20 for work done in August by Zisson &Veara Discussion of what work has been done. They have again requested an answer from MA Historic about the HPR draft. MOTION to approve for payment by Hush, second by Robinson. All "A YE': MOTION to Adjourn MOVED by Robinson,SECOND by Ruchinskas. All voted"AYE".
