Minutes- none to approve 2a. Lisa Souve: Lisa has spoken to Barbara Dakin (her contact at DOR) concerning the questions the committee had - the major issue being recreation projects. At this time CPA funds are only approved for use on recreation projects for recreation land that was bought or created using CPA monies. Therefore the Freeman's Way fields cannot be funded at this time. There is possible legislation to correct this — which has come up in many towns — but at this time — there have been no changes to the initial CPA legislation. 2. Forms: The CPC application was updated with current member names and phone/e- mail. 3. PR: There was a discussion of whether the committee should be doing PR to get more applications in. It was decided that there was no need to do this at this time, but it may be needed in the future. 4. Annual CPA Report: Chairman Carr provided a draft of the annual report from last year and asked for suggestions for this years report. It will also be e-mailed out and comments can be sent to Carr. A final draft will be provided at a later meeting. 5. Public Hearing — Pre-Town Meeting — need to set date: Community Preservation Committee—October 11,2006 Minutes Page 1 of 2 A public hearing has been set for Wednesday October 25th at the Brewster Ladies Library in the upstairs meeting room. There are two applicants for Historic Preservation funds: a. Brewster Historical Society: Preservation of Historical Glass Plate Negatives $43,275.00 b. Brewster Archives Committee: Catalogue/Preserve Town Hall Records $32,100.00 $75,375.00 The applicants have been informed of the hearing and will be present to answer questions. It is expected that each member will introduce themselves. 6. Preparation of Housing Needs Study and Plan The Town needs to have a Housing Needs Study done and Housing Plan written. The CPC and the Housing committee should discuss this and come to some sort of agreement as to what is needed and how this should be completed. Once there is concrete information, the CPC committee will be able to decide how to proceed. 7. Executive Session: None needed 8. Billling: Bills have been going directly to the Selectmen's office and getting paid. They have not been coming through the CPC clerk— so there is no paper trail nor copies of any bills in our files. Taylor will speak to the Selectmen's office personnel and also requests that any bills from projects that committee members are involved with — must go through the CPC clerk first.
