Community Preservation Committee Minutes
November 8, 2006
PRESENT: Elliot Carr, Roy Robinson, Elizabeth Taylor, Bill Reyburn, Paul
Ruchinskas, Rollie Bassett. Paul Hush, Michael Lach
Absent: Steve McKenna,
1. The Meeting was called to Order at 4:30 PM by Chairman Carr.
2. Heather, the minutes taker, has been ill — there are no minutes to review.
3. Carr — I have written a draft for the Annual Town Report for the CPC. It will be e-
mailed out to Committee members for review and comments.
4. CPA Roundtable meeting: Thursday November 16, 2006 -2:30 to 4:30 at
the Harwich Community Center.
5. Community Plans —Discussion of plans from other communities. There are many
that can be reviewed at the CPA Coalition Website.
6. Carr— We have received an application from the Brewster Cemetery Committee.
MOTION to send application to the Historical Commission for initial review
Moved by Taylor, second by Hush.

The gravestone restoration work is excellent. Members should go over to see the work
done so far at the Breakwater Cemetery.
7. Ruchinskas — We have received a Historical Preservation Restriction (HPR) "boiler
Plate" sample from the state. The Town Meeting article indicates that we should have
an HPR for the cemetery. Do we need these f)r all preservation activities or just for
some?
8. Robinson — The HPR should be on everything unless we have verifiable legal basis
that it would not be necessary. I know that Elizabeth would agree with me on this.

9. Taylor - From a PR standpoint — if something is sold five years later or disappears,
etc. the CPC would be in hot water. The public wants to make sure that wherever the
CPC spends their money — it is protected.
10. Carr -Charlie Sumner says he wants to get going on archives and we have
no protection here yet. If our counsel indicated that we do not need to have an HPR,
isn't there a Public records requirement to keep such material?
11. Taylor- We can't require an HPR for everyone else and then not require it for our
selves. We could check with the CPA Coalition and with Sarah Korjeff as to whether
any other town has come up with an HPR for projects other than buildings.
We just have to make sure that it happens sometime, to be sure that we are protecting
the Town's money.
12. Robinson —There are lots of groups around Town with records that need
protection — and we need to have HPRs for these if the CPC gives these organizations
money to preserve records.
Re the windmill —Town counsel indicates that we said should do an HPR. We should ask
at the CPA roundtable and then at the Historic Preservation workshop about HPRs for
projects other than buildings.
The next meeting on Nov 22nd is the day before Thanksgiving- therefore it
will be cancelled. We will meet next in December.
Motion to go into Executive Session - Moved by Hush, second by Robinson-
"to consider the purchase, exchange, lease or value of real property if such
discussions may have a detrimental effect on the negotiating position of the
governmental body and a person, firm or corporation';
