Community Preservation Committee Minutes
December 13, 2006
PRESENT: Elliot Carr, Roy Robinson, Elizabeth Taylor, Bill Reyburn, Paul
Ruchinskas, Rollie Bassett, Paul Hush, Michael Lach
Absent: Steve McKenna,
The meeting was called to order at 4:40 PM. by Chairman Carr.
Executive Session:
Motion to go into Executive Session:- Moved by Hush, second by Robinson-
"to consider the purchase, exchange, lease or value of real property if such
discussions may have a detrimental effect on the negotiating position of the
governmental body and a person, firm or corporation":

The Committee will come back into regular session after the executive session.

session)Motion by Hush, 2nd by Lach, All 'AYE"
1. First Parish Church:
Discussion of First Parish Church application. There is a lot of information that needs to
be a part of this application and the Committee will need to see a thorough vetting of
where funds will be coming from. The CPC does not like to provide start up funds.

CPC may recommend funding for Town Meeting approval, but the monies will not be
given out until it can be shown that the applicant has obtained the rest of the funding
needed for the project.
2. Continued discussion of Affordable Housing:
Who will live in them, renters/owners, what percentage can be locals? How much
control does the Town have? The State may allow for a 70% local preference.
Hush —We need to have this information developed as far as possible — while this is
going on it would help if we could find a consultant who would be available whenever
we needed work and possibly could provide a template that could be used for more
than one property.
3. Discussion of Historic Commission:
The Board of Selectmen is required to approve people for appointment to this
Commission. The Commission already exists on paper— however no one has ever been
appointed.
Possible applicants so far: Roy Robinson, Sue Carr, Ellen St. Sure, Pat Busch, Joan
Carstanjen, others?
Information will be posted in the newspaper and website. Once applications are in the
Board of Selectmen will appoint — 5 people.
MOTION to Adjourn at 5:45 PM
Moved by Hush, second by Robinson.
