Paul Hush, Michael Lach Absent: Steve McKenna, Bill Reyburn, Roy Robinson Guests: Charles Sumner, Elbert Ulshoeffer The meeting was called to order at 4:00 PM. By Chairman Carr. Minutes: Approval of December 13 '(regular and executive session). Moved by Hush, 2"tt by Bassett. All "AYE" 1. Warrant article deadlines: Sumner- Technically I need to have articles by January 18th. I have already taken the article for last year's warrant and cut & pasted it in as a place holder for this year. Carr — How soon do we need to have it fleshed out? Sumner - The sooner the better. To be able to post the warrant when required - the absolute drop dead date is March 20th for any last minute changes - legal, land purchases, etc. 2. The Committee agreed that everything would be finished and handed in after the first meeting in February, which was satisfactory to Sumner. The article items might include Old Town Hall (the COA), Breakwater Cemetery. The Committee has also been contacted by Cape Rep Theatre relative to renovation of the Crosby House and the First Parish Church has spoken of coming in to speak with the Committee. Sumner — We have gone out for architectural services for the COA and will be interviewing for that, whether we will be ready for May, there is a 50/50 chance. We are not sure if we will go for rehab or new for the windows. Personally I think we will Community Preservation Committee Minutes-December 27,2006 Page 1 of 4 go for rehab on the stained glass windows and replacement on the double hung windows. 3. The Committee requested that a member from the Historic Commission be at the interviews. Carr - The only other possible placeholder would be for a land purchase, but I think that will likely be in the fall. 4. MOTION to go into Executive Session°to consider the purchase, exchange, lease or value of real property if such discussions may have a detrimental effect on the negotiating position of the governmental body and a person, firm or corporation'; Moved by Hush, second by Taylor. Historic Preservation Restrictions (HPRs): Robinson — Zisson &Veara sent another letter up to MA Historic because MA Historic has yet to send us the information we requested concerning a Historic Preservation contract. It seems that the Town does not think that the slide project needs an HPR. But, we had made that decision — we wanted one. The CPA indicated that any time we do a Historic Preservation Grant, we need an HPR. If a project is funded and we don't have an HPR the Town is not getting its money protected. What if the Historical Society decided to sell the slides — then where would we be? Sumner- Call the CPA coalition and get their advice - we are spending municipal funds on a private project- see what they say. Taylor - I asked Sarah Korjeff about this very project, but I have not heard back from her yet. Hush — Could we put it in the contract — that they were not allowed to dispose of the slides? Robinson - I think that any preservation project needs to have an HPR. The Historic Commission needs to work on this. 6. CPC Applications: Bassett—What applications do we have so far for Town Meeting? Community Preservation Committee Minutes—December 27,2006 Page 2 of 4 Carr — None in recreation, none in housing, two in historic- the Breakwater Cemetery and COA, and the Housing Partnership is proposing it's own Buy-Down article for housing — at $50,000. 7. Community Housing: Hush - What we need is a housing plan - we need to do some conceptualizing before we jump into this. Carr - Let me broaden the subject- we are working with three committees. I think we have growing pains and need to get our communications together with these committees. At the end of January we should meet with each of these groups. Ulshoeffer — Re the buy-down proposal- I am not sure that it came from the Housing Partnership. We just had a meeting. I just saw this today. I think it was presented from Jillian to meet your deadline. We did not have a meeting. I am opposed to it because we have not discussed this. Hush — Is this a conceptual thing at this point or is this for a specific purchase? Ulshoeffer - I think your committee should look at it. It is not for a specific purchase. Carr —The Housing Committee should work closely with the Partnership to get this together. Ulshoeffer—The Town is now talking about a zoning change for the affordable housing bylaw that would allow affordable housing to be built as a matter of right- and that would be an unbelievable opportunity to use CPA $$ if this article ever gets there. Carr - Chatham has been in the CPA business the longest and is doing 4 or 5 small housing projects like that every year. We would like to meet with your whole committee. Ulshoeffer - The next Housing Partnership meeting is the 3rd of January .We will also meet Jan 17th. We did not vote on the $50,000 and I was not in favor of it. Hush - This needs a broader discussion. Come back on the 4th Wednesday in January to discuss it. — January 24th All we have now to consider so far are the Breakwater Cemetery, Town Hall Archives, Old Town Hall windows and that is it. 8. CPC Bills: Taylor - Bills-Preliminary estimate of value $2,000. Motion to approve payment of bill. Moved by Hush, second by Lach. All "AYE'; Community Preservation Committee Minutes—December 27,2006 Page 3 of 4 Carr— I still need comments on the annual report which was mailed out to all. 9. Other Business Robinson — If we want legal assistance we need to go thru Sumner. We have been waiting for a very long time for this HPR. Carr —The problem is very simple — MA Historic is extremely slow to work with. Robinson - Hank Foster feels that the HPR is too tight - if the windmill burns down the Historical Society will go bankrupt. What do we do with this? How do you write a contract to preserve slides? Carr —The HPR is a boiler plate with specific sections that differ for each one. Robinson — Also Andy Shrake has not been paid yet, and the Cemetery has not been paid yet. Taylor - The Committee is not getting the bills. The only one we paid was the consultant for $1,000. The other bills are going directly to the Selectmen's office, instead of coming through the CPC. Robinson - I don't know where the Society sent the bill - maybe they never did? Taylor - We are supposed to have copies of all these bills in our files, if DOR comes down and wants to see the paper trail on these projects, we have nothing to show them. I will request that all CPC bills be directed to the CPC clerk for approval and payment. MOTION to Adjourn at 5:45 PM Moved by Hush, second by Robinson. All "AYE".
