1. Call to order,roll call,and determination of a quorum
Mr. Bange called the meeting to order at 10:02 a.m. and asked Ms. Stratman to call roll. A quorum of 12
voting members was present.
2. Public comment
None received.
3. Adoption of the agenda as printed or amended
Mr. Sanders requested to amend the agenda to add discussion of a Functional Classification Revision for an
extension of Mission Drive and Wildwood Drive and an update on Performance Measures.
Mr. Morasch moved and Mr. Benz seconded to adopt the agenda as amended. The motion passed
unanimously.

4. Approval of the minutes from the meeting of August 4,2016
Mr. Benz moved and Mr. Smith seconded to approve the minutes from the meeting of August 4, 2016 as
printed. The motion passed unanimously.
5. Communications from the presiding officer
A. OneDOT pertaining to the FY2017 Unified Planning Work Program
B. Traffic Engineering Assistance Program Funding Availability
C. Clark Avenue Overpass Traffic Study pertaining to roundabouts
Mr. Sanders referred to a communication from Mr. Jeff Briggs requesting CAMPO consideration of
improvements to the Clark Avenue overpass. Mr. Briggs suggested constructing roundabouts to improve
safety and accessibility at the Clark Avenue intersection.
Mr. Bange explained that there is interest from the City to pursue this project in conjunction with Cole
County with shared capital improvement sales tax funds. He stated that the City considered submitting an
application for the Missouri Moves Cost Share Program for this area however, time constraints on spending
funds was not feasible. He stated that$1.2 million of City/County funds have been set aside for this area.
Mr. Morasch commented that the City wanted to make MoDOT aware that that the City of Jefferson and
Cole County has 50 percent of the money set aside for this project.
6. Old Business
A. Draft Capital Area Pedestrian and Bicycle Plan
Ms. Williams explained that the Capital Area Pedestrian and Bicycle Plan will improve safety,mobility and
connectivity for pedestrians and cyclists in the CAMPO region. She requested that the Technical Committee
move the draft plan forward to the Board of Directors.
Mr. Rotenberry explained that the plan also includes a Livable Streets policy. He stated that a process is
proposed that will prioritize projects which includes a Livable Streets component.
Mr. Sanders moved and Mr. Maloney seconded to forward the Draft Capital Area Pedestrian and Bicycle
Plan to the Board of Directors.The motion passed unanimously.
7. New Business
A. Amendment#1 to the 2017-2021 Transportation Improvement Program(TIP)
TIP#2017-01:Intersection 1nprovements at Liberty Road.Sponsor: MoDOT
Mr. Rotenberry explained that previously the project only included the intersection of Highway 50 and
Liberty Road.Now MoDOT is including the intersection of Highway 50 and Lisletown Road. He stated that
the distance between projects is more than half a mile which requires a TIP Amendment.
Mr. Green explained that MoDOT is resurfacing Highway 50 East from the Moreau River Bridge to the
Osage River Bridge. He stated that the Lisletown Road intersection will include safety improvements.
Mr. Morasch moved and Mr. Sanders seconded to forward TIP Amendment 2017-01 to the Board of
Directors and initiate the seven day comment period.The motion passed unanimously.
B. Functional Classification Revision for Wildwood Drive and Mission Drive
Mr. Sanders explained that he received a request from Mr. Chris Kersten, Harvard Group, who may be
constructing a proposed development at Mission Drive. He stated that they are proposing to extend Mission
Drive with a connection at Wildwood Drive. Mr. Sanders explained that they are requesting to functionally
classify these two roads. He stated that per Mr. Latuszek it is up to the State's discretion whether or not to
allow the functional classification of a road that is aligned on the map but does not have funding or a design.
Mr. Engelbrecht explained that these projects are typically programmed within a four year window before
construction and before it is shown as a proposed functional classification.
Mr. Benz had informed Mr. Kersten that if they want to put up a bond similar to the St. Mary's Hospital
project the City/County would probably look at it. He explained that to build a street and expect funding will
not work.

Mr. Sanders stated that he understands the reservation of classifying a road that does not have a project
sponsor and may never be built.
Mr. Latuszek explained that as future routes come to the Federal Highway Administration (FHWA) for
approval it is deemed to be a done deal. He stated that you can retract a functional classification if the road is
not built within a certain time period.
Mr. Landwehr suggested leaving Wildwood Drive as is.
Mr.Smith suggested classifying the existing constructed part of Mission Drive.
Mr. Latuszek explained that in order for FHWA to designate a future road it has to be identified in some
document such as a Capital Improvement Program or a Transportation Improvement Program and must be
fiscally constrained,funding identified and programmed.
Mr. Smith made a motion to reclassify Mission Drive and Wildwood Drive. No one seconded the motion.
The motion died for lack of a second.
8. Other Business
A. Performance Measures Update
Mr. Sanders explained that MAP 21 and the Fast Act identified several performance measures. He stated
that the two performance measures that will impact CAMPO are Metropolitan and Statewide Planning and
MPO Coordination and Planning Area Reform. Mr. Sanders explained that JEFFTRAN will have to develop
a Transit Asset Management System and transit providers must implement a bus safety and safety
management system.
B. Status of current work tasks
Mr. Sanders gave an update on the following:(1) Sidewalk Management System; (2)JEFFTRAN System-
Wide Assessment; (3) Travel Demand Model RFQ; and (4) public involvement for vision, goals and
objectives.
C. Member Updates
Cole County
--Mr.Landwehr gave an update on road projects throughout the County
Holts Summit
--Mr. Tate gave the following updates: (1) Halifax Road realignment and sidewalk project; and (2)
Safe Routes to School Project on North Summit Drive.
Jefferson City
--Mr. Bange gave an update on the following projects: (1) Wayfinding Signage Plan; (2) Stadium
Boulevard/Jefferson Street project;and(3)streetscape improvements in the 400 block of E High Street
and the 300 Block of Adams Street.
--Mr.Gates gave updates on the following: (1)Ice Arena reopens on September 2 after the flash flood;
(2)Wellness Center;and(3)Frog Hollow Greenway Trail extension.
--Mr. Mehmert reported that four Requests for Proposal responses were received for the Automatic
People Locators,Automatic Voice Enunciators and Automatic People Counters.

Mr. Chris Kersten, of The Harvard Group, LLC, has submitted(1)a CAMPO TIP amendment application
and (2) MoDOT Functional Classification request form, regarding a proposed extension of Mission
Drive westbound from MO 179. Mission Drive, as it exists today, includes on/off ramps for northbound
and southbound MO 179 with an eastbound roadway to St. Mary's Medical Center.
The Harvard Group, LLC, is proposes a development west of MO 179, with approximately 1,400 linear
feet of Mission Drive to be constructed as a part of the development. Funding for the project is proposed
to originate from a Transportation Development District. According to the Missouri Department of
Transportation Functional Classification Request Form, included in the packet, road construction "should
begin on or about March of 2018."
Alex Rotenberty, Transportation Planner, confirmed the westward extension of Mission Drive is
identified in the Metropolitan Transportation Plan in Appendix 2, MPA Illustrative Needs List. Projects
found here are those which may be given figure consideration in the event that additional future funding
sources are subsequently defined to be reasonably available.
Staff communicated the process for the TiP amendment and the revision to the functional classification to
the applicant (see attached email from Sonny Sanders). Also attached for review are the TIP Project
Application, the Missouri Department of Transportation Functional Classification Request Form, and all
exhibits submitted by the applicant.
Staff Recommendation. Continue/table the request to a future meeting of the Technical Committee.
Insufficient information has been provided at this time, including demonstration of fiscal constraint. A
motion to TABLE the request to a future meeting would allow CAMPO staff to solicit official review
and responses from planning partners, and/or allow for opportunity to document project funding and
timelines.
Should information be provided that refutes or confirms the above, the Technical Committee may
consider other options:
• Approve the request(and forward the request to the Board of Directors),or
• Disapprove the request.

Here are my notes regarding the process/task:
Steve/Sherry are going to review the process,FC mileage and percents.
Sonny is going to provide Chris Kersten the TIP project form and instructions(attached)for submitting a
TIP amendment.
Sonny will assist Chris with the form as needed.
Chris will provide the form to Sonny for inclusion in October Technical Committee meeting by
September 28(a few days before is much preferred, I have to include a staff memo).
The TIP amendment will be reviewed by MoDOT before the Technical Committee meeting. (Chris I
would try and get the amendment in ASAP to me for my comments/assistance and then to also get it to
MoDOT ASAP also for their preliminary review. I don't know how long that would take,but would
want their review before the amendment is presented to the Technical Committee.
The TIP Amendment will be reviewed by staff and included in the agenda for the October 6 Technical
Committee Meeting. Chris,please plan on attending as the project sponsor.
If the Technical Committee recommends the project for inclusion in the TIP to the Board of Directors, a
public comment period will commence.
The TIP amendment will be on the October 18 Board of Directors Meeting agenda.
If approved,it will be submitted to MoDOT,which will get the Governor's approval and then approved
by FHWA.

revision being requested.

would seem to be a proper classification one that is needed at this time

Yes,At this time we are proposing over 250,000 sq. ft. of retail,four restaurants, office
building,hotel and a retirement center and additional residential development to the West

Proposed Galleria at Mission Drive Development
A road extension is planned for Mission Drive to the west of the southbound ramps at the MO
Route 179&Mission Drive interchange.The extension would split the north and south sides of
the proposed Galleria development and extend to the west side of the property. Five new access
points will be located on Mission Drive to allow ingress/egress for the new businesses. Due to
the substantial grades in the property's topography, the vertical alignment of Mission Drive
would connect to the western edge of the existing roadway and extend westward at an 8%slope
into a 300 ft crest curve that would peak at Entrance B/D; 10%would be the max allowable
slope as stated in a joint meeting with MoDOT and Jefferson City. A roundabout is planned at
the intersection of Mission Drive& Entrance B/D. Entrance A and Entrance E are recommended
to be a right-in, right-out access point with a restrictive median to divide the eastbound and
westbound lanes. Entrance A and Entrance E should be restricted because they are less than the
750 11 minimum spacing between a full access intersection and a highway ramp terminus and the
slope of Mission Drive at Entrance A and Entrance E will be around 8%. Westbound drivers
wanting to access Entrance E could easily turn around using the roundabout at Entrance B/D.

SUBJECT: Status of Current Work Tasks
Major active work tasks to be discussed at the October 6, 2016 Technical Committee Meeting
include:
• Travel Demand Model and List of Recommended Improvements RFQ. The LPA
procurement process has been placed on hold until next year's funding agreement is in
place. Staff has begun work on the management of updating the current land use model
to support this project.
• JEFFTRAN System-Wide Assessment. Staff is continuing to work with the preferred
consultant to develop a well-defined project scope, budget and timeline.
• Staff is continuing to update land use data in support of the update of the Long Range
Transportation Plan and update of the Travel Demand Model.
• Capital Area Pedestrian and Bicycle Plan. The Board of Directors has opened a 25 day
public comment period for the draft plan to conclude at the October 19,2016 Board of
Directors meeting. Staff is preparing materials for the October 13, 2016 Open House.
• Staff will be giving a presentation at the October 6,2016 MO APA(American Planning
Association)conference on the Missouri Boulevard Safety Assessment.
• Staff has updated the Annual Listing of Obligated Projects and it is available for review
on the CAMPO website.
