RESOLUTION NO. 98- lOO
ADOPTED April 21, 1998
A RESOLUTION: TO MAINTAIN SLOT RULE AND PERIMETER RULES AT
RONALD REAGAN NATIONAL AIRPORT
WHEREAS, the availability of quality domestic and international air service is vital to
our key focus industries -- high technology and tourism -- as well as to the region's growing
volume of international trade and cargo; and
WHEREAS, the Perimeter and High Density Rules at Ronald Reagan Washington
National Airport have, since 1981, been the foundation to balance the Use of airports serving
the National Capital Region; and
WHEREAS, these rules prioritize use of the limited downtown facility for the short haul
traveler to whom the ground segment is a significant portion of total journey time; and
WHEREAS, these rules have resulted in substantial improvements in the ability of many
cities to reach the National Capital Region; and
WHEREAS, minor changes to the Slot or Perimeter Rule would lead, inevitably, to the
Rule's elimination; and
WHEREAS, such elimination would lead to a reversal in roles for Washington Dulles
International and Ronald Reagan Washington National Airport.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
-2-
