Regular Meeting of the City Council was held November 14th, 2022, at 5:00 pm with Mayor Bunt
presiding. Council members present: Ebert, Jenness, Schmillen, Enneking. Frangione joined at
5:05pm. Also, present: Elaine Rassel, Zack Rassel, Brian Flikeid, Doug Dreckman, Logan Patterson,
Russ Hansen, Mike Moats, Yvonne Moats, June Pallesen.
Pledge of Allegiance
Motion by Ebert, seconded Enneking to approve Consent Agenda: City Council Minutes, Bills, Res
#22-45, "Transfer of Funds. Ayes: Ebert, Jenness, Enneking, Schmillen. Nayes: none. Motion
carried.
Motion by Enneking, seconded by Schmillen to open Public Hearing, "Proposed Rezoning of Real
Estate and Amendment to the Official Zoning Map of the City of Marcus, Iowa Concerning Northwest
Marcus Along and Including the Railroad". Ayes: Ebert, Jenness, Enneking, Schmillen. Nayes: none.
Motion carried.
Frangione joined the Council at 5:05 pm.

Motion by Ebert, seconded by Enneking to close Public Hearing. All ayes. Nayes: none. Motion
carried.
Motion by Ebert, seconded by Jenness to approve Ordinance 355, "An Ordinance Amending the
Zoning Districts as Established in the City Code of Marcus, Iowa, to Re -zone 206 N Locust from its
Present Classification to a New Classification of Residential to Central Business District". Ayes: Ebert,
Jenness, Enneking, Schmillen, Frangione. Nayes: none. Motion carried.
Motion by Schmillen, seconded by Enneking to waive second and third reading of Ordinance 355.
Ayes: Ebert, Jenness, Enneking, Schmillen, Frangione. Nayes: none. Motion carried.
Motion by Enneking, seconded by Frangione to approve Ordinance 356, "An Ordinance Amending
the Zoning District as Established in the City Code of Marcus, Iowa, to Re -zone Real Estate in
Northwest Marcus Along and Including the Railroad to Agriculture and Conservation District" Ayes:
Ebert, Jenness, Enneking, Schmillen, Frangione. Nayes: none. Motion carried.
Motion by Jenness, seconded by Ebert to waive second and third reading of Ordinance 356. Ayes:
Ebert, Jenness, Enneking, Schmillen. Nayes: none. Motion carried.
Fire Chief Russ Hansen recommended to the Council Tristian Snay and Ashley Blankespoor as new
members of the Fire/EMT Department. Motion by Enneking, seconded by Ebert to approve. Ayes:
all. Nayes: none. Motion carried.
Motion by Frangione, seconded by Enneking to approve Lease Termination for Lagoons for Gerard
Kohn effect March 2024. Ayes: all. Nayes: none. Motion carried.
Motion by Jenness, seconded by Enneking to approve Health Insurance Renewal. Ayes: all. Nayes:
none. Motion carried.
Discussion was held regarding dental and vision insurance. Currently, not offered to City Employees.
Motion by Schmillen, seconded by Enneking to approve 100% City contribution to employee only
dental and vision plans. Ayes: all. Nayes: none. Motion carried.
Public works report by Doug Dreckman: street repairs on Highland are waiting for weather, repairs
are being done to fire hydrants, public works will be putting up Christmas lights on City owned
buildings.
Police report by Brian Flikeid: arrest report, received a grant for mental health training. Brian and
Jackie have completed. Received a grant for reflective jackets and guardian angel light that sits on
officer's shoulder. Jackie's K9 Valcan is now nationally certified. Fundraising to have Valcan on the
Marcus PD is ongoing.
Mayor Bunt informed the Council that Moville is still working to get other communities on board with
the Code Enforcement shared position. City Hall will be closed Thursday and Friday of Thanksgiving.
Motion by Ebert, seconded by Frangione to adjourn at 5:28 pm. All ayes. Nayes: none. Motion
carried.
