TO LEASE PROPERTY TO CONGRESSIONAL AIR CHARTERS OF
VIRGINIA, INC.
WHEREAS, American Flight Services, Inc. operates a Flight School, Aircraft Charter and
Rental Business; and
WHEREAS, American Flight Services, Inc. presently leases 3,179 square feet of
unimproved property from the airport; and
WHEREAS, this arrangement is temporary in nature and the agreement must be approved
annually by the Airport Commission; and
WHEREAS, Congressional Air Charters of Virginia, Inc. is in the process of purchasing
American Flight Services, Inc.; and
WHEREAS, Congressional Air Charters of Virginia, Inc. desires to maintain the same
Lease Agreements with the Airport; and
WHEREAS, the existing Lease between the Town of Leesburg and American Flight
Services, Inc., is not transferable or may not be assigned; and
WHEREAS, the Airport Commission has recommended approval of a Fixed Base
Operator (FBO) license for Congressional Air Charters of Virginia, Inc.;
THEREFORE, RESOLVED BY THE Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to enter into an agreement with Congressional Air Charters Virginia,
Inc., .for the purpose of leasing property for a flight school, aircraft rental operation, and aircraft
charter business, in a format approved by the Town Attorney.
