Board Absent: Trustee Larson and Trustee Calkins. Others Present: Joshua Blakemore, Village Administrator; Michelle Gibas, Village Clerk; Scott Threewitt, Assistant Public Works Director; Jon Proulx, Planning Director; Jake Melrose, Economic Development Director; Lonnie Spires, Building Official; Anthony Novak, Police Commander; Joan Meyers, Attorney, and John Konopek, Chief of Police. There were approximately 3 persons in the audience. Trustee Ruane moved to approve the Minutes of the Committee of the Whole Workshop held on March 28, 2022. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Argoudelis welcomed Trustee Kalkanis back. TRUSTEE COMMENTS Trustee Benton commented on flooding issues in the Vintage Harvest Subdivision and stated that hopefully the engineering for the Pavillion Subdivision will help. Trustee Wojowski asked Chief Konopek to provide an update on the incident in the Tuttle Estates area. Trustee Ruane inquired about issues at Airbnb’s having issues with parties. PUBLIC COMMENTS No Comments. WORKSHOP 1) VICTIM SERVICES PROGRAM Chief Konopek gave a presentation regarding a program that will assist the Village and Police Department with mental health related calls for service. Chief Konopek stated that he recommends considering the services of Association for Individual Development (AID). The program consists of 24/7/354 service as well as an on-site therapist two days a week. Representatives of AID gave a presentation highlighting their services. It was the consensus of the Village Board to proceed with the program and to bring it back for formal consideration and approval. 2)VIDEO GAAMING Administrator Blakemore presented a draft ordinance permitting video gaming. Trustee Benton indicated support for video gaming and suggested also including gas stations. Trustee Kalkanis expressed concern regarding the 100’ restriction and businesses not qualified to have video gaming being at a disadvantage. Trustee Wojowski stated that he is not in favor of video gaming. Trustee Ruane and expressed concern regarding businesses being at a disadvantage. Trustee Ruane also stated that the ordinance was not restrictive enough and expressed concern with sound, signage, hours 3 Village of Plainfield Committee of the Whole Meeting Minutes – April 11, 2022 Page 2 of operation and how number of games is calculated, it should be based on square footage not seating. Mayor Argoudelis stated that he is in favor of video gaming and liked the ordinance as presented. Mayor Argoudelis suggested lobbying the legislature regarding the 100’ restriction. Mayor Argoudelis thanked staff and read the reminders. Trustee Ruane moved to adjourn. Second by Trustee Benton. Voice Vote. All in favor, 0 opposed. Motion carried. The meeting adjourned at 8:37 p.m. Michelle Gibas, Village Clerk 4 MEMORANDUM To: Mayor Argoudelis and Trustees 11111 fi BB iii 11•1•1 1 -1-1'w11•1111111:71/161-111 VILLAGE OF PLAINFIELD From: Joshua Blakemore, Village Administrator Date: May 23, 2022, Committee of the Whole Meeting Re: Request for Direction on an Intergovernmental Agreement with the Plainfield Fire Protection District Background The Village of Plainfield previously entered into an intergovernmental agreement with the Plainfield Fire Protection District regarding the use of approximately 5 acres on Ridge Road. In 2007 the Village entered into this IGA with the District regarding certain parcels (see attached IGA and map showing the parcels in question), with the district intending to use the parcel for a satellite station. That IGA since lapsed after the Village tried to market it for other uses. Chief Stratton has expressed an interest in re-engaging in the "land donation" IGA on behalf of the Fire Protection District. From staff's perspective the Village is willing to reenter this agreement with the district, as given the odd shape and location of the parcel, there has been little other interest in the property. Prior to taking any steps to draft a new IGA, staff is seeking direction from the Board as to the level of interest in reengaging into this type of agreement. Recommendation Pending input from the Board, staff would work with the Plainfield Fire Protection District on refreshing the attached intergovernmental agreement, which would then be brought back to the Board for formal consideration. 5 INTERGOVERNMENTAL AGREEMENT FOR LAND DONATION This Intergovernmental Agreement made this 17th day of September, 2007, by and between the Village ofPlainfield, Illinois, hereinafter referred to as "Village" and the Plainfield Fire Protection District, hereinafter referred to as "District". WHEREAS, Village is the owner of a certain five acres parcel of real estate located in Kendall County, Illinois and legally described in Exhibit A; and WHEREAS, the Village has determined that it does not need the parcel for governmental and municipal purposes; and WHEREAS, the District has determined that the location of the parcel described in Exhibit A would be a suitable location for a satellite station of the District; and WHEREAS, the Village has agreed to convey the subject property, following a due diligence inspection by the District at the District's cost, to the District and without charge to the District, rent free, for so long a period of time as the property is used for a fire station. NOW, THEREFORE, in consideration of the mutual promises contained herein, the parties agree as follows: 1. The Village shall deed to the District the property described in Exhibit A located in Kendall County, Illinois containing approximately 5 acres. 2. In consideration of the donation of land, the District agrees to give to the Village the right to occupy an area of 200 square feet ofthe building on the property, the location to be determined by the District, for the purpose ofmaintaining a satellite office for communication purposes, rent free, for so long a period of time as the property is used for a fire station. 6 DEC. 1 1. 2007 5:20PMf VILLAGE Or PLAINHLLU U1')-43fti1N70 rev. q4Y r. 3.
