HomeMy Public PortalAbout01-04-2010PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, JANUARY 4, 2010 The Common Council of the City of Richmond, Indiana met in regular session Monday, January 4, 2010 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY MR. GOODWIN President Wissel presided and the following business was conducted: ROLL CALL Councilors present were Howard "Jack" Elstro, Bruce Wissel, Clay Miller, Bing Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Absent was Kelley Cruse - Nicholson. Also present were: Ron Church & Bob Hunter, Human Rights Commission; Lynn Knight & Len Clark, Earlham College; Ed Thornburg, Indiana University East; Wayne and Linda Jackson; Bill Thistlethwaite and Mike Foley, Department of Parks and Recreation; Tony Foster & Cheryl Spence, Department of Metropolitan Development; Dave Dorston; Monica Burns, Deputy City Clerk; Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk. APPROVAL OF MINUTES Mayor Hutton noted the second item under Communication from the Mayor should be amended to read Channel 22 highlighted Wayne County for an entire week. Ms. Pappin moved to approve the minutes of the meeting of December 21, 2009 as amended, supported by Mr. Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS RESOLUTION NO. 1 -2010 — A RESOLUTION AUTHORIZING THE FIRST TEE INTERLOCAL AGREEMENT This Resolution would authorize the City of Richmond Department of Parks and Recreation to enter into an Interlocal Agreement with Richmond Community Schools and implement the National School Program known as "The First Tee®" which is designed to introduce the game of golf to students through physical education programs. This program will be funded by Richmond Community Schools. Mr. Wissel requested a Certificate of Insurance be submitted. Mr. Welch moved to approve Resolution No. 1 -2010, supported by Mr. Parker. Upon a vote viva voce, the motion passed. RESOLUTION NO. 2 -2010 — A RESOLUTION RECOGNIZING WAYNE JACKSON FOR 41 YEARS OF SERVICE TO THE CITY OF RICHMOND Mr. Jackson began working for the City of Richmond in the Fire Department in 1968 and then served as Building Commissioner until his retirement on December 31, 2009. This Resolution recognizes his service to his community. Common Council Minutes January 4, 2010 Page 2 of 3 Ms. Pappin moved to adopt Resolution No. 2 -2010, supported by Mr. Parker. Upon a vote viva voce, the motion passed. COMMUNICATION FROM THE MAYOR ■ LEN CLARK, CREATIVE INDUSTRIES FEASIBILITY STUDY & PROPOSAL; MISSION AND GOALS Mr. Clark outlined the principles for the Feasibility Study for an Arts and Culture Initiative. The organization would be named the Whitewater Valley Arts Fusion. The annual budget for operation of this group would be approximately $125,000. Mr. Clark suggested the City of Richmond consider being a contributor for the initial three years. There will be additional discussion at a future date. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 17, 2009 meeting was accepted as presented. Mr. Quinn asked for details regarding Change Order #3 to contract No. 60 -2009. Mayor Hutton will provide this information at the January 18 meeting. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS ■ WAYNE COUNTY CONVENTION AND TOURISM BUREAU BOARD APPOINTMENT CONFIRMATION The Wayne County Chamber of Commerce has confirmed the appointment of Mr. Dana Weigle to the Tourism Bureau Board of Directors. Confirmation by Common Council was held until the January 18 meeting at which time a vote will be taken. ■ HUMAN RIGHTS COMMISSION NOMINATION The Human Rights Commission has requested Barry Cramer be reappointed for an additional term. Mr. Cramer's term expires January 31, 2010. Additional nominations can be submitted until the January 18 meeting at which time a vote will be taken.
