Box 429 • Hillsborough, North Carolina 27278 919-732-1270 • Fax 919-644-2390 MINUTES PLANNING BOARD March 5, 2002 PRESENT: Ed Gill (Chair), Jim Boericke, Joel Brinkley, Cathy Carroll, David Daniel, Cannie Lloyd, Chris Quinn, Bryant Warren PUBLIC: Paul Newton, Matthew Farrelly, Elizabeth Woodman, Barbara Church, Mary Jo Sheridan, Margaret Hauth Gill called the meeting to order at 6:35 PM. ITEM #2: Hauth reported that the Board of Adjustment reluctantly approved a Sprint PCS tower near the Lowes on US 70 Bypass due to a superior court ruling. Gill reported that the Park and Recreation Board met and is actively recruiting members. ITEM #3: Hauth presented Gill with a Certificate of Appreciation for his years of service. ITEM #4: Hauth provided some updates on the appointments. She said there are two vacancies; one created by Gill's retirement and that Brian Ketchem submitted his resignation due to school and work conflicts. She added that Dani Black removed herself from consideration due to a time commitment issue. Newton came forward and thanked the members for interviewing him again. He provided some personal background about other places he lived and his preference for small town living. He said that he has been researching since his last interview and has reviewed all town ordinances he could find to familiarize himself with the town and its plans. He added, that as a resident of Beckett's Ridge, he provides a new perspective to the board. Lloyd asked how long he has lived in Hillsborough and he replied two years. Daniel asked if Newton feels that Hillsborough is headed in the right direction. Newton replied that growth does seem to be in line with the plan, so generally yes, but it's not perfect. Lloyd asked where Newton is employed. He said the company is based in RTP, but he also travels to the Triad and is sometimes in Hillsborough during the day. Quinn asked what Newton sees as Hillsborough's most pressing quality of life issue. Newton said the need for more sidewalks. Farrelly came forward and provided some personal background. He said he has a PhD in economics, specializing in public finance and environmental economics. He works at Research Triangle Institute in public health research. He said his work involves a significant amount of consensus building, which would likely be helpful on the Planning Board. He said he suggested the video to the Town Board. He noted as a new father, he has a new perspective on the future. Brinkley asked how long Farrelly has been in town and he replied 2 %z years in town and in Orange County since 1996. Lloyd asked for confirmation that he works in RTP. Daniel asked whether Hillsborough is moving the in the right direction. Farrelly said he is anxious PB 3/5/02, page 2 about the future and that recent decisions have not been consistent. Quinn asked about the most pressing issue. Farrelly said water. He said he read the water task force report and is surprised that the Town is in the position it is in. Woodman came forward and provided some personal background. She said he has lived downtown for 3 years, but around the cunt for 15 years. She said she thinks this is a critical time for Hillsborough. She said she hoped to bring a citizens approach to the board, as she has no special training. She said she has the experience as an applicant in another jurisdiction and would like to bring that perspective. She said the Town could do more for our young people. Lloyd asked where she is employed and Woodman said she has a home business. Daniel asked about her service on the Historic Commission. Hauth clarified that Woodman serves as a governor -appointee on the Historic Hillsborough Commission, the organization that oversees the Burwell School, not the town HDC. He asked if Hillsborough is on the right path. Woodman said she would like to see improvement in traffic control. Gill polled the members for their two preferences to recommend for appointment at this time. Farrelly received 8 votes, Newton 7 and Woodman 1. ITEM #5: The members watched the video "Save Our Lands, Save Our Towns" with Mayor Phelps and Town Board members Chavious, Dancy, Gering, Lloyd, and Sheridan. The attached sheet reflects the comments made during the discussion. ITEM #6: The members agreed to delay these discussions to a future time. Gill adjourned the meeting at 8:45 PM.
