THE CITY OF RICHMOND, INDIANA,
MONDAY, JANUARY 4, 2010
The Common Council of the City of Richmond, Indiana met in special session Monday, January 4, 2010
in the Council Chambers in said City. President Wissel presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Diana
Pappin, Phil Quinn and Bob Goodwin. Absent was Kelley Cruse - Nicholson.
ELECTION OF OFFICERS:
Mr. Wissel opened the floor for nominations for the offices of President and Vice President of the
Richmond Common Council.
Mr. Welch nominated Mr. Miller to serve as President with a second by Ms. Pappin. Mr. Welch moved to
close the nominations, with a second by Mr. Parker. Upon a vote viva voce, the motion passed. Upon a
vote viva voce, Mr. Miller was elected President for 2010.
Mr. Parker nominated Ms. Pappin to serve as Vice President with a second by Mr. Miller. Mr. Welch
moved to close the nominations, with a second by Mr. Quinn. Upon a vote viva voce, the motion passed.
Upon a vote viva voce, Ms. Pappin was elected Vice President for 2010.
ADJOURNMENT:
There being no further business and a motion duly made, the meeting was adjourned.
