RESOLUTION APPOINTING RONALD FULLERLOVE
AS TREASURER, PART-TIME,OF THE
CITY OF RIVERDALE EFFECTIVE AUGUST 23,2019
WHEREAS, under authority granted by the Code of Iowa at Chapter 372.13; "The Mayor may
appoint, subject to Council approval, a City Treasurer to serve at the discretion of the Mayor"(Riverdale
City Code, Chapter 19.01),with the duties of the position of the Treasurer set forth at Chapter 19.03
therein; and,
WHEREAS, City Clerk/Treasurer Ronald Fullerlove did notify the Mayor and City
Administrator in person and writing of his pending resignation from his offices on Wednesday, August 7,
2019 in a professional manner; and,
WHEREAS, upon due consideration of his notice of resignation, and with the Mayor's
recommendation,the City Council accepted Fullerlove's resignation; and,
WHEREAS, Fullerlove has offered to the Mayor and City Administrator to continue to carry out
the role and duties of City Treasurer, on a part-time basis,pending other staffing solutions being
determined; and,
WHEREAS, Mayor Bawden and City Administrator Long do recommend Council appointment
of Ronald Fullerlove as City Treasurer, part-time.
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA:
Section 1: That the City Council does approve the Mayor's recommendation to appoint Ronald
Fullerlove as City Treasurer on a part time basis, pending other staffing solutions being determined and
carried out by the City Council.
Section 2: That Ronald Fullerlove shall carry out the duties of City Treasurer as set forth in Chapter
19 of the City Code of the City of Riverdale,with the exception being that the-Assistant City Clerk may i,a)•,2o1
carry out the duty set forth in Chapter 19.03, paragraph 6: "Deposit Funds"as part of her duties as
Assistant City Clerk, due to Fullerlove not being regularly available in Riverdale during regular banking
hours.

Subject: Appointments Language Difference,Clerk and Treasurer
The language within the City Code for the appointment of City Clerk and City Treasurer differ slightly
in language.
Per Section 18.01 of the City Code, City Clerk:Appointment. "The Council shall appoint by majority
vote a City Clerk to serve at the discretion of the Council."; and, in the matter of the Treasurer,
Section 19.01 of the City Code, City Treasurer:Appointment. "The Mayor may appoint,subject to
Council approval, a City Treasurer to serve at the discretion of the Mayor, or the City Clerk may serve
as the Treasurer and perform all functions of the position of Treasurer."
Note that in the matter of both offices, appointments are at the pleasure of approval by the City Council.
The difference, by Code, is that the Clerk serves at the discretion of the City Council (whose duties are
prescribed by both State and City Codes);
Whereas the Treasurer serves at the discretion of the Mayor(whose duties are prescribed by both State
and City Codes).
