RESOLUTION APPOINTING MARY FRANCES BLEVNS
AS CITY CLERK OF THE
CITY OF RIVERDALE EFFECTIVE AUGUST 23, 2019
WHEREAS, under authority granted by the Code of Iowa at Chapter 372.13 and Chapter 18.01 of
the Code of the City of Riverdale, The Council shall appoint by majority vote a City Clerk to serve at the
discretion of the Council. The Clerk shall receive such compensation as established by Resolution of the
Council."(Code of Ordinances, Riverdale, Iowa. Chapter 18.01); and,
WHEREAS, Ronald Fullerlove was appointed as City Clerk/Treasurer, combined, by the City
Council at its regular meeting on April 18, 2017 by means of Resolution 2017-13; and,
WHEREAS, Fullerlove did submit notice of his resignation on Wednesday, August 7, 2019, with
his final being August 22, 2019, and the City Council did accept his resignation effective that day; and,
WHEREAS, in the interest of maintaining continuity with duties of City Clerk until such time as
other staffing solutions may be determined, the Council does accept the recommendations of the Mayor
and City Administrator to appoint Assistant Clerk Mary Frances Blevins to the office of City Clerk to
carry out the duties and responsibilities as set forth in Chapter 18 of the City Code.
NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA:
1. That the City Council appoints Mary Frances Blevins as City Clerk, effective August 23, 2019,to
carry out the duties and responsibilities as set forth in Chapter 18 of the City Code of the City of
Riverdale at a rate of$ 22 per hour.
2. That the City Council shall be provided with a status report on the function and operations of the
position and other City Hall staffing solutions not later than the first meeting of March,2020.

Subject: Appointments Language Difference,Clerk and Treasurer
The language within the City Code for the appointment of City Clerk and City Treasurer differ slightly
in language.
Per Section 18.01 of the City Code, City Clerk:Appointment. "The Council shall appoint by majority
vote a City Clerk to serve at the discretion of the Council."; and, in the matter of the Treasurer,
Section 19.01 of the City Code, City Treasurer:Appointment. "The Mayor may appoint,subject to
Council approval, a City Treasurer to serve at the discretion of the Mayor, or the City Clerk may serve
as the Treasurer and perform all functions of the position of Treasurer."
Note that in the matter of both offices, appointments are at the pleasure of approval by the City Council.
The difference, by Code, is that the Clerk serves at the discretion of the City Council (whose duties are
prescribed by both State and City Codes);
Whereas the Treasurer serves at the discretion of the Mayor(whose duties are prescribed by both State
and City Codes).
