HomeMy Public PortalAbout05 May 20, 1969 TC MinutesTOINN OF YARROW POINT Minutes of the regular council meeting of the own of Yarrow Point held on May 20, 1969 at the Town office at 8:00 P.M. Those in attendance were John Helsell, Mayor; Councilmen Jack Nichols, Clark Phillips, Richard Sandaas; Treasurer Roger Hamilton; Engineer Alan Newbill; Attorney .lack Roberts; Marshal Ken Day; Planning Commission Chairman Erik Lund; and Clerk Lorraine Diede. Other residents of the Point were in attendance in addition to two young men requesting permission to build a ski course on Yarrow Point's side of Yarrow Bay. The meeting was called to order by the Mayor, Jack Helsell. A motion was made, seconded and passed unanimously that the reading of the minutes of the previous council meeting be dispensed with as all councilmen in attendance had received a copy and approved. 1. Speeding on Points Drive::, Residents'of Points Drive attended this meeting to express their concern with speeding on Points Drive east of 92nd Ave. N1. E. The following suggestions were discussed; 1. Closing Points Drive at our Easterly town limits with a cul de sac. 2. Reducing the standards of the road surface to pot holes. 3. Speed bumps 4. Establishing load limits for trucks S. Talking with Kirkland in an endeavor to control speeding up the frontage road leading into Yarrow Point. 6. Making reciprocal arrangements with Clyde Hill to issue speeding tickets. There was much discussion involving all these topics in addition to the possibility of annexation of the section of Clyde Hill which borders Points Drive on the south. Jack Helsell stated there is no question but that this is the Town's problem and we will do what we can to stop the speeding. He will take the matter under discussion with the Town Marshall. He invited the residents to let him know :if the matter does not improve. Marshal Day stated he would appreciate any information regarding car licenses, etc. that would be:. of help to him in correction the speeding problem. Pete MacDonald and two other: young men spoke to the council. They stated they felt that it was not only the young people who are speeding on Town streets but the adults too and-.that mention should be made of this fact. Che boys also stated they have made an effort themselves and talked to young people so that the proper speed is maintained. 2. Ski Course in Yarrow Bay. Permission was requested to place a ski course on the Yarrow Point side o arrow Bay. The young man who gave the presentation explained the equipment used and described the course. It is a privately owned course but he stated anyone could use it. After discussion, since there appeared to be-� no objections, the council gave their approval. The young men stated that if problems come up they will do all they can to work them out. The name of the young man from the Yarrow Bay 'Marina is Terry Hennig. Page 2 - Minutes of Council Meeting May 20, 1969 3. Dog Problem.,Mr. . indqust-of 94th Ave. N. E. stated he felt there was still a serious dog problem on Yarrow Point and felt that.a"leash law was the only answer. Where was discussion as to how the problem might -be handled without -going to a loash law. It.was explained that.a leash law could be presented to the residents at an election after a -petition had been received by the Council containing a sufficient number of signatutes-requesting that this law -be -put on the ballot. 4.. Planning Commission request to Council for a roval of Prank D. James Plat. Recommendations were presented to t.e.Council by Erik Lund, Chairman _oT the Planning Commission in regard to final approval of the Judge James Plat. After.discussion, . a motion was made by Richard Sandaas, seconded by Dr. Phillips and passed unanimously that the exceptions as listed in the Planning Commission minutes.of 'day-5, 1969 be approved - thus granting final approval..to the Judge Frank D.. James plat. S. -Park Committee request. A request by the Park -Committee that the Council give approval to the allocation of up to $2;000.00 to obtain the services.of a landscape architect's firm to prepare a proposal for the development of Morningside Park were discussed. A motion was then made by Richard Sandaas that this request be approved with the condition that the Committee make every effort to have this plan include community labor wherever possible. The motion was seconded by Jack Nichols and passed unanimously. 6. Side Line Boundaries.- Morningview Plat and Mornin side Park. Jack Roberts reported that Robert Jones' office -has not yetcompleted the survey requested to. establish the above -mentioned boundary line. Mr. Roberts stated he will write to Mr. Jones and verify in writing what is expected,in the survey requested so that there will be complete understanding. The town desires inner harbor .line coordinates also. 7. Pry osed Boating Ordinance changes as presented !2y the City of 'fiercer Island. After discussion, it was determined that the.Marshal and Dr. Phillips will meet to review this matter and make a presentation to the council. at their next meeting. 8, Proposed Ordinance #139 entitled "An Ordinance amending Ordinance #34 (Traffic - Ordinance) by adding thereto a section incorporating the Washington State Statutory Law relating to "Driver's 1 lied Consent - Intoxication Tests", was read to the council.. After discussion, a motion was ma e by Dr. Phillips, seconded by Richard Sandaas and passed unanimously that this proposed ordinance be adopted.. 9. Proposed Ordinance #140 .entitled "An Ordinance amending Ordinance.:"32 (Tr';affic . Ordinance) by adding thereto.a section relating to interference.with Traffic", was read to the council. After discussion, a motion was made by Dr. Phillips, seconded by Richard Sandaas and passed unanimously that this proposed ordinance be adopted. 10. Proposed Ordinance #141 entitled "An Ordinance relating to the regulation of erection, construction, enlargement, alteration, repair, moving, removal, conversion, demolition,.occupancy, equipment, use, height, area, and maintenance of buildings. or.structures within the Town of Yarrow Poijit: providing for the issuance of permits and::-tolleetion, of::fees',Cherefor:- providing.+:penalties for the violation thereof and is repealing Ordinances Nos 24,.71, 107,.112" was read to the council. After discussion, a motion was made by Richard Sandaas that the proposed ordinance be adopted with the following changes: Page 3 - Minutes of Council Meeting held May 20, 1969 1. That a new paragraph be added entitled "That Section.302 (a) of the volume referred to in Paragraph 1 above be, and it hereby, is amended to read as follows: Section 302 (a) Issurance. etc..." 2. Under Section 4 of Ordinance #112 the wording "12" from floor level" be changed to "18" from floor level".- 11. Proposed Ordinance #142 entitled "An emergency ordinance providing For the transfer of -revenue funds within the 1969 budget and declaring,, because,o- un ore` - seen circumstances, an emergency for the passage of this ordinance" was read to the council,. After discussion, a motion was made by Jack Nichols, seconded by Richard Sandaas and passed unanimously that this ordinance be adopted. l2. Anderson Boat House. After discussion, the council decided to .allow Mr. Andersoh's non -con EUng boat house to remain in the waters adjacent to the Arthur Granberg property on a month to month basis. When the -side line boundaries of this property are established, it can then be determined whether or not the',',boat house can comply with the setback regulations and the matter of the sides on the boat house will be discussed at that time. 13. Richard Lundberg - Ham radio tower. ?sir. Lundberg has constructed a ham radio tower on his property and has not obtained a building permit. Our building official's office will contact 'fir. Lundberg. 14. Drainage on N. E. 32nd Street. Mr. Newbill stated that bids received for this work have been too high. His o ice will continue to pursue the matter. 15. Bids on Project #9. The .following were low bidders: Storm Sewers - N. E. 42nd Street - McDonough Construction Co. $7,744.00 94th Ave. N-.-E. Paving - Butler Construction and Engineering 10,250.00 After discussion, a motion was made by Jack 'Nichols, seconded by Richard Sandaas and passed unanimously that these lbw bids be accepted. Mrs. Diede stated that the Town holds.a bond for Tien Cich 's share of the cost of improving N.E. 42nd Street. Mr. Sparrow's office was requested to supply the Town with a breakdown of these costs for presentation to Mr. Cichy for payment. 16. Art Granberg re nested. ermission to ]wild a dock. After discussion, a motion was made by Richard Sandaas, seconded by Dr. Phillips that this permit be issued by our Building Official's office. Mr. Granberg stated that he will take the responsibility as to its length which is to.be 162 feet long. A letter is to be presented to Mr. Sparrow's office by Mr. Granberg stating -that if, when the proper side line boundaries are established, the setbacks are.not proper, he will move the dock to within the required location. 17. England Road. Jack Roberts reported that money has been received by John Dodds, engineer for NIT. England,.and that Mr. Dodds is to proceed and.he will be contacting our engineer's office soon. 18. The Marshal's.monthly police report has been handed to the mayor, Council and to the Clerk, for file. Page 4 - Minutes of Council Meeting May 20, 1969 19. Summer street labor. After- discussion, a motion was made by Jack Nichols, seconded by Richard Sandaas that temporary.street labor be hired for the sunner months to be under the supervision of the Marshal and Roger Hatrd 1ton. The amount approved was $500.00. 20. The following vouchers were approved for payment: Current Expense Vouchers 9391 through #402 Street Expense Vouchers #391 through 4396 Arterial Street Vouchers #16 and 917 21.
