A RESOLUTION:
AUTHORIZING A GRANT OF $19,400 TO THE FRIENDS OF IDA
LEE FOR THE PURPOSE OF PURCHASING RAMPS FOR THE
CATOCTIN SKATEPARK
WHEREAS, a small group of fifteen young skating enthusiasts approached the Town
Council of Leesburg in the spring of 1995 for support in the construction of a SkatePark; and
WHEREAS, the Town Council encouraged the group to find community and financial
support for a SkatePark; and
WHEREAS, the Town Council directed the Leesburg Parks and Recreation Department
to assist the group in their efforts by exploring concept plans and potential site locations for the
SkatePark; and
WHEREAS, town resident James Kershaw volunteered his time to lead the group in their
efforts; and
WHEREAS, Mr. Kershaw, in conjunction with the Parks and Recreation Department,
formed a non-profit volunteer organization called the Friends of Ida Lee in the summer of 1995
to raise funds for a SkatePark; and
WHEREAS, in 1997, the Town Council approved the redevelopment of the Catoctin Park
tennis courts into a street SkatePark facility; and
WHEREAS, the Friends of Ida Lee organization has raised $20,000 to date as a result of
various fund-raising efforts, including a grant from the County of Loudoun's Make It Happen
Program; and

WHERAS, the Friends of Ida Lee has requested $19,400 from the Town of Leesburg in
order to purchase the skate ramps; and
WHEREAS, the Town Council Finance Committee has recommended approval of a grant
to the Friends of Ida Lee in the amount of $19,400.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the
town manager is hereby authorized to make an appropriation in the amount of $19,400 from the
unappropriated fund balance for the purpose of granting the Friends of Ida Lee in its request for
financial assistance to purchase ramps for the Catoctin SkatePark.
