REFERRING AMENDMENTS TO THE
A RESOLUTION: INITIATING AND LEESBURG
ZONING ORDINANCE TO PERMIT GENERAL HIGHER EDUCATION IN
THE MC DISTRICT AND AUTHORIZING A NOTICE OF JOINT PUBLIC
HEARING TO CONSIDER THE AMENDMENTS
WHEREAS, on July 13, 1998, Mr. Rod Williams of Loudoun Healthcare petitioned Council
to consider an amendment to the Town Zoning Ordinances to permit general higher education with
associated administrative offices in the MC Medical-Hospital Center Zoning District; and
WHEREAS, the Leesburg Zoning Ordinance does not permit non-medical related education
facilities in the MC Medical-Hospital Center District; and
WHEREAS, it is the desire and intent of Council to provide educational diversity in the
Town of Leesburg; and
WHEREAS, on July 13, 1998, Council directed staff to investigate the matter and forward
proposed text amendments to the full council for initiation and referral; and
WHEREAS, the proposed amendment is intended to promote the public health, safety and
welfare, and will increase educational opportunities within the Town.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I: Amendments to Section 4F and Article 18 of the Leesburg Zoning Ordinance
are hereby initiated to include the text as stated below:
Section 4F - MC MEDICAL-HOSPITAL CENTER ZONING DISTRICT
Section 4F-1. PURPOSE AND INTENT
The MC District is established to provide areas for specific medical land uses and related facilities
and institutions of higher learning. District development should be planned, constructed and
managed on an integrated and coordinated basis.
Section 4F-2. PERMITTED USES
(3) Institutional and Community Service Uses
a. Hospital
b. Nursing School
INITIATING AMENDMENT TO ZONING ORDINANCE TO PERMIT GENERAL HIGHER
EDUCATION IN THE MC DISTRICT 2
d. College or University up to 12,000 square feet
Section 4F-3. SPECIAL EXCEPTION USES
(3) Institutional and Community Service Uses
a. None College or University over 12,000 square feet
ARTICLE 18 - DEFINITIONS
COLLEGE OR UNIVERSITY
An institution of higher education authorized by the State to award baccalaureate or higher
degrees.
SECTION II: A joint public hearing with the Planning Commission and the Town Council
shall be held on August 11, 1998, regarding the proposed Zoning Ordinance amendments pursuant to
Title 15.2-2204 of the 1950 Code of Virginia, as amended. Notice of such hearing shall be published
in the Leesburg Today on July 29, 1998, and August 5, 1998.
