PRESENT: Mayor Brad Andersen, Council President Jane Shaw, Council member Dennis
McArthur, Council member Bruce Case, Council member Dan Gubler, City Clerk Robyn Keyes,
Police Chief Shannon Basaraba.
ABSENT: Public Works Supervisor Zech Prouse.

Chief Basaraba said the Department of Fish and Game had set bait for the mountain lion that
had been on 55th. So far the cat had not been caught.
Basaraba said there had been several car burglaries in the area: all of the vehicles had been left
unlocked. The Chief said he asked Bonneville County to add extra patrol in the area.
The Chief said he had a meeting scheduled with Captain Hulse from the Bonneville County
Sheriff's Department to discuss the renewal of the contract.
Mayor Andersen said he would attend the meeting as well. The Mayor said the amount the
Council agreed upon for the contract would be presented, which was $14,500 instead of the
requested $85,000 by the County.
Council member Case said he was worried that the City would get very little coverage from the
County and the City would just be wasting its money.
Chief Basaraba said the City should make the citizens aware of the amount requested by the
county for the contract and the amount of coverage the City actually received from the County.
President Shaw said she did not understand why the City was required to pay extra for the
County Sheriff's department to patrol within the City limits. The City was helping the County by
providing its own police officer to help with the coverage of the area. Shaw said the City should
receive revenue shares from the County taxes because it provided an officer to help handle calls
within the City.
Council member Case agreed with Shaw. Case said he lived inside the City limits and paid the
same percentage of property tax for County patrol coverage as the people who lived outside the
City limits: yet County residents were not expected to pay extra for regular patrol.
The Mayor suggested asking the County how much they would charge to cover the area during
special events or times the City needed extra patrol.

Chief Basaraba asked the Council if they wanted him to create ordinances for situations such as,
public intoxication, urinating in the park, electric fences, open container, and lawns left to dry -up
and die.
The Council agreed to go ahead with ordinances for public intoxication and urinating in the park,
but they wanted to look into the others a bit more before deciding.
Clerk Keyes said someone who rented the park shelter wanted to know if they could pitch a tent
to spend the night during the time they rented the shelter. The Council agreed it was not a good
idea and perhaps they could contact Mr. Steele and ask if they could pitch a tent on his property
across from the City Park.
The Mayor stated there was a need for R.V. accommodations for people who traveled from out
of town.
Clerk Keyes said Planning and Zoning member Hobbs met with the sewer district and the City of
Idaho Falls regarding increasing the impact area to the north. The increase was dependent on
capacity with the City of Idaho Falls treatment facility. The next step would be to call a meeting
with Iona Bonneville Sewer District, Bonneville County Planning and Zoning, and Idaho Falls
Public Works to discuss the issues together.
Mayor Andersen asked Clerk Keyes to set up a meeting with the entities involved.
Council member McArthur said he had several Eagle Scouts in need of projects. McArthur said
while he was on vacation he noticed several water and splash parks and they all seemed to be
very popular.
Mayor Andersen said one of the vendors suggested making the splash park as vandal proof as
possible. The Mayor suggested distributing a survey to see what type of water feature the
Citizens would want: a pool or a splash park.
Council President Shaw, no report.
Council member Gubler said the new fire house was under construction.
Council member Case asked when the City would hear if it received the police grant. Chief
Basaraba said mid to late September.
