Minutes of Meeting on Thursday, April 30, 2015

Chairman Manning called the meeting to order at 6:40 PM when a quorum was physically present. Mike
announced that Wayne would be participating remotely in the meeting due to significant geographic
distance. (No vote to allow remote participation of an individual by the physically present members is
needed to recognize a remote member under 940 CMR 29.10.)
There was no public comment at the meeting.
We met to discuss Article 48 - 102 Fruit St. Chris noted there is not a P&S yet for the property and the
price has not changed from the original provided to the committee of $2.5 million. Of the original 35
acres of the property, the town would purchase 32 acres and a deed restriction would be placed on 5%
of the 32 acres. A portion if not all of the lot is Chapter 61 and the price was arrived at through
negotiation.
Pat moved and Pam seconded the Appropriation Committee recommend Article 48 - Acquisition of
Property at 102 Fruit St, borrow via Debt Exclusion $2,500,000. The motion failed by a vote of 1-3.
Discussion prior to the vote noted there is a potential for well expansion here, we have not heard or an
official appraisal and lack of details with reference to the property (acreage, division of property).
We discussed the certification of free cash, which is still not certified but Chris is hoping this is
completed by ATM. If it is not certified, it can't be used as a funding source. Snow and Ice Deificit
Spending of $854k, which is intended to be funded by free cash, can be raised through the tax rate next
fall as allowed by MGL. All resources are dedicated to getting this certifiec
