THE CITY OF RICHMOND, INDIANA, JANUARY 28, 2010
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, January 28, 2010, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Director of
Human Resources Bill Harris, Deputy City Controller Valerie Fonzer, Metropolitan
Development Specialist Sharon Palmer, Lieutenant Kevin Wampler, City Controller Tammy
Glenn, Fire Chief Mike Crawley, Firefighter Doug Gardner and Firefighter Michael Seal.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the January 21, 2010 meeting.
Lawson made a motion to approve with a second by Flood. The motion was unanimously
passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment in the amount of
$527,318.62. She explained of that total $66,347.02 was paid to Wayne County Treasurer for
the City's portion of 9 -1 -1 dispatch salaries; $20,000.00 was paid to the Wayne County Auditor
for Richmond Police Department matching funds for 2010 Wayne & Henry County Drug Task
Force; $192,030.00 was paid to Crimson Fire for Custom Pumper Fire Truck; $86,926.09 was
paid to Bank of America that was the first and second payment of the Energy Savings Project
and $78,836.26 was paid to RP &L for LED Traffic Lights. Flood made a motion to approve
with a second by Lawson. The motion was unanimously passed.
CONTRACTS
A. Robinson brought to the board a request that was presented by Human Resource
Director for the approval of Contract No. 5 -2010 between the City and the American
Federation of State, County and Municipal Employees, (ASFME), Local 1791.
Lawson made a motion to approve with a second by Flood. The motion was
unanimously passed.

B. Robinson brought to the board a request that was presented by Deputy City Controller
Valerie Fonzer for the approval of Contract No. 6 -2010 an Interlocal Agreement
between the City and the Richmond Sanitary District for the Health & Safety Officer.
Flood made a motion to approve with a second by Lawson. The motion was
unanimously passed.
C. Robinson brought to the board a request that was presented by Deputy City Controller
Valerie Fonzer for the approval of Contract No. 8 -2010 an Interlocal Agreement
between the City and the Richmond Sanitary District for the Stormwater Utility
Coordinator. Lawson made a motion to approve with a second by Flood. The motion
was unanimously passed.
D. Robinson brought to the board a request that was presented by Deputy City Controller
Valerie Fonzer for the approval of Contract No. 7 -2010 an Interlocal Agreement
between the City and the Richmond Sanitary District for Accounting and Financial
Services. Flood made a motion to approve with a second by Lawson. The motion
was unanimously passed.
RESOLUTIONS
A. Robinson brought to the board a request that was presented by Metropolitan
Development Specialist Sharon Palmer for the approval of Resolution No. 1 -2010 for
the transferring of ownership of 423 Gardner Street for Habitat for Humanity of
Greater Richmond, Inc. Lawson made a motion to approve with a second by Flood.
The motion was unanimously passed.
B. Robinson brought to the board a request that was presented by Metropolitan
Development Specialist Sharon Palmer for the approval of Resolution No. 2 -2010 for
the transferring of ownership of 533 North 19th Street to Habitat for Humanity of
Greater Richmond, Inc.
WARNING SIGNS
A. Robinson brought to the board a request that was presented by Lieutenant Kevin
Wampler for the board to approve the posting of two warning signs on Hawkins Road
and two warning signs on North 20th Street. Flood made a motion to approve with a
second by Lawson. The motion was unanimously passed.
Robinson announced that there would be a 5 minutes recess before the Final Meeting
FINAL MEETING
Robinson announced that for the Final Meeting the Firefighter's Union as the petitioner verses
the City of Richmond as the respondent concerning Holiday Pay was called to order. She then
went over the terms of how the meeting was to be conducted. Firefighter Doug Gardner spoke
on behalf of the petitioner. Human Resource Director Bill Harris and Fire Chief Mike Crawley
also spoke. City Controller Tammy Glenn spoke on behalf of the City. After a lengthy
discussion and several questions asked by the board, Lawson made a motion with a second by
Flood to render the Board's final answer on Grievance #01 -2010 on February 25, 2010. The

motion was unanimously passed. There will be an audio tape on this meeting on file in the City
Clerk's Office.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
