Minutes.of April 16, 2009
A meeting of the Wastewater Management Steering Committee was called to order at 9:00 a.m. in the
Skaket Meeting Room at the Orleans Town Hall. Members Present: Augusta McKusick(Board of
Health); Ann Hodgkinson(Board of Water Commissioners); Judith Bruce(Conservation Commission),-
Sims McGrath(Board of Selectmen);Walter Bennett(Finance Committee);George Meservey(Planning
Director);Ron Collins(Wastewater Project Manager). Wastewater Management Validation&Design
Committee: Paul Ammann. Wright-Pierce Representatives: Michael Giggey,Heather Merriman and
Ed Leonard.
TRI-TOWN STUDIES
Merriman reported on the status of soil borings. A test well has been installed on the hill. Preliminary
results are favorable,pending laboratory analysis of the samples.
NATURAL HERITAGE ISSUES
The committee reviewed the report on the Eastern Box Turtle and site layout alternatives, dated April 14,
2009 from LEC Environmental.
TRI-TOWN FACILITIES
The following Wright-Pierce correspondence was discussed:
Wright-Pierce letter entitled, "Orleans Wastewater Management:Rehabilitation of Tri-Town
Facilities", dated April 8, 2009.
In the discussion of the rehabilitation and re-use of the Tri-Town,the committee noted the potential cost
savings of$1.5 million by re-using some of the components of the existing facility.
ALTERNATIVE SITE LAYOUTS
The committee discussed alternative site layouts and Ed Leonard suggested that Alternative C is the best
fit for the site layout and re-use of the old facility with basins to the north near the compost shed.

THREE TOWN BOARDS OF SELECTMEN MEETING
The committee discussed the topics for the anticipated Boards of Selectmen meeting from Orleans,
Eastham, and Brewster in late May or early June:-
1. Winding down of the district impact in an Inter-municipal Agreement.
2. Facility disposition.
3. Interest in septage capacity by neighbor towns.
4. Appetite for regional wastewater facilities.
5. Response to contingency plan.
Ron Collins questioned sizing of the main trunk lines based on potential regional cooperation.
REGIONALIZATION
The following Wright-Pierce correspondence was discussed:
• Wright Pierce letter entitled, "Orleans Comprehensive Wastewater Management Plan:
Application of Cost Model for Regionalization Alternatives", dated April 9, 2009.
• Wright Pierce memorandum entitled, "Wastewater Regionalization Study: Discussion of
Assumptions in.Cost Analysis", dated April 14, 2009.
• Wright Pierce letter entitled, "Orleans Comprehensive Wastewater Management Plan: Capital
Cost Sharing Approaches for Regional Facilities", dated April 15, 2009.
Bennett questioned the cost to"keep the door open"to rogiobAli2ation eff6rtgn'the future. Leonard
responded that there are incremental costs to being able to accommodate a future regional system and
Wright-Pierce will follow-up on this issue. 'Mere was a consensus to further study Options 3 &6,subject
to Wright-Pierce review.
MASSACHUSETTS ENVIRONMENTAL PROTECTION AGENCY PROCESS
The following Massachusetts Historical Commission correspondence was discussed:
• Massachusetts Historical Commission letter addressed to Heather Merriman at Wright-Pierce
entitled, "Comprehensive
• Wastewater Management Plan, Orleans,AIL4. 14UC#RC-15015. WPProj. No. 10645G", dated
April 10, 2009.
The committee reviewed the letter listed above which states that the Massachusetts Historical
Commission is satisfied with the Tri-Town Site,and they want to reserve further comment on pump
station locations.
It was noted that there is a potential Coastal Zone Management meeting prior to the Environmental
Notification Filing.
It was noted that the draft Comprehensive Wastewater Management Plan update is anticipated to be done
by the end of next week.

CLUSTER SYSTEMS
The committee discussed cluster systems and noted that the Arey's Pond watershed should be the first
priority.
