ENDORSING A COMPREHENSIVE AMENDMENT TO THE LEESBURG
ZONING ORDINANCE
WHEREAS, the Town Plan was amended and adopted in August, 1997; and
WHEREAS, due to the amendment of certain elements of the Town Plan, a revised zoning
ordinance is necessary to implement them; and
WHEREAS, Town Council desires that the comprehensive revisions be made to the Zoning
Ordinance in an expeditious manner:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. Council endorses the proposed joint town staff and consultant efforts to prepare the
draft Zoning Ordinance as outlined in the October 16, 1998 Status Report-Comprehensive Zoning
Ordinance Revision.
SECTION II. Prior to the beginning of the process described in Section I above, the following
technical amendments to the Zoning Ordinance are hereby initiated by Council and referred to the
Planning Commission upon completion of the draft text:
1. Change all State Code references throughout the Zoning Ordinance to reflect the
recodification to Title 15.2.
2. Revise Section 16A-5(4) to delete the fee for Board of Zoning Appeal special exceptions.
3. Revise Section 16A-6(1) Powers and Duties of the Zoning Administrator to require the
Zoning Administrator to make a decision or determination on zoning matters within ninety
(90) days of a request.
4. Revise Section 2A-7 to add "landfill" as a prohibited use within the corporate limits.
5. Revise Section 8A~9(2) to clarify handicapped parking space requirements.
6. Revise Section 7A-4(7) (Supplemental District Regulations) and Article 18-Definitions:
"Lot Width" to clarify the definition and the determination of lot width.

SECTION III. Progress reports on this project are to made to the Council once a month beginning
January 1999.
