HomeMy Public PortalAboutResolution 2019-33, Authorizing City Administrator to Solicit Multi-Year Quotes For Snow And Ice Management Services For Streets And Public Ways For City OF Riverdale, Iowa RESOLUTION NO. 2019-33 A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO SOLICIT MULTI-YEAR QUOTES FOR SNOW AND ICE MANAGEMENT SERVICES FOR STREETS AND PUBLIC WAYS FOR THE CITY OF RIVERDALE, IOWA WHEREAS, the City Council of the City of Riverdale, Iowa(City") is desirous of providing for snow and ice management services for its streets and public ways by multi-year contract; and, WHEREAS, Council member Anthony Heddlesten has prepared a first draft request for quotes document for further development collaboratively with the City Administrator and others; and, WHEREAS, It is imperative that the City Council be provided with quotes for snow and ice management for its streets prior to the beginning of the winter season. NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA: Section 1. That the draft request for quotes("RFQ") is attached to this resolution for the purpose of information only and that the City Administrator and Council member Heddlesten shall refine the RFQ and advertise it according to City policy and law and obtain quotes as expediently as possible. Section 2. That pending approval by the Council, and completion of the final draft of the RFQ,the City Administrator shall advertise for and seek quotes to return to the Council for their future consideration. Maintenance period of performance shall be from the first snowfall to May 31 of each year. The work includes: 1) Base Bid: Plowing shall consist of removing all snow and ice upon City owned and operated roadways from curb to curb within the City of Riverdale. Sanding and/or salting may be required to completely remove all snow and ice. Priority of plowing is as follows: a. Fenno Road from US-67 to Fenno Drive (16%slope) (traffic count 1030) b. Manor Drive from US-67 to Circle Drive (7%slope) (traffic count 190) c. Scott Community College Road from US-67 to Belmont Road d. Fire Station Driveway from garage doors to US-67, and adjacent parking spaces e. Valley Drive from Belmont Road to US-67 (traffic count 3490) f. Manor Drive from Circle Drive to its northwesternmost terminus (traffic count 190) g. Kensington Street from US-67 to its southernmost terminus The remainder of the plowing will be completed without specific priority other than plowing higher traffic count roads earliest, but shall be completed no later than 6 hours of the cessation of snow falling. a. Fenno Road from US-67 south to the Riverdale border(RR tracks) (traffic count 870) b. Bellingham Street from US-67 to its southernmost terminus (traffic count 480) c. Circle Drive from Manor Drive (NW) to Manor Drive (SE) (traffic count 200) d. Elmhurst lane from Windsor Drive to its southernmost terminus (cul-de-sac) e. Fenno Drive from its easternmost to westernmost terminus f. Fieldcrest Road from Manor Drive to its southwesternmost terminus g. Sycamore Lane from Kensington Street to its westernmost terminus (cul-de-sac) h. Windsor Drive from Manor Drive to its easternmost terminus i. Wisteria Lane from Kensington Street to its westernmost terminus(cul-de-sac) 2) Option A: Plowing of City owned bike trails shall consist of removal of snow and ice from the full width of the bike trail to the side of the trail. Sanding and/or salting may be required to completely remove all snow and ice. a. Mississippi River Trail (MRT)from Fenno Road to Duck Creek b. Duck Creek Trail from US-67 to Kensington Street 3) Option B: Plowing of City owned parking lots shall consist of removal of snow and ice from the full parking area of the lots to the edges of the lots.Sanding and/or salting may be required to completely remove all snow and ice. a. City Hall Parking Lots b. Bicentennial Park Parking Lot c. Volunteer Square Parking Lot d. MRT Trailhead along Bellingham Street e. Duck Creek Trailhead along Kensington Street 4) Option C: Plowing at Scott Community College. Sanding and/or salting may be required to completely remove all snow and ice. a. Access roads on and off of Scott Community College Road b. Parking lots on the Scott Community College grounds c. Sidewalks connecting lots to buildings and surrounding buildings 5) Option D: Plowing at Pleasant Valley High School. Sanding and/or salting may be required to completely remove all snow and ice. a. Access roads on and off of Scott Community College Road and Belmont Road b. Parking lots on the Pleasant Valley High School grounds c. Sidewalks connecting lots to buildings and surrounding buildings 6) Option E: Plowing at Pleasant Valley Administrative Center. Sanding and/or salting may be required to completely remove all snow and ice. a. Access roads on and off of Scott Community College Road b. Parking lots on the Pleasant Valley Administrative Center grounds c. Sidewalks connecting lots to buildings and surrounding buildings 7) Option F: Removal of snow within the minimum sight distance recommendations for all intersections as defined in MUTCD. Contractor shall, on a monthly basis, verify site lines at all intersections at the aforementioned roadways and push back snow piles within the road rights- of-way to a distance in accordance with MUTCD. Specific Contract Requirements: 1) Contractor shall utilize National Weather Service Information Center to identify when snow/ice emergency conditions may necessitate plowing, sanding, or salting of any or all City streets. Particular care shall be given to ensuring steep hills as identified as priority plowing locations are adequately treated to prevent unsafe conditions for driving. Contractor will not need individual authorizations per precipitation event to perform work. 2) Snow and ice removal will be completed no more than 6 hours following the cessation of winter precipitation. When storm systems are forecast to last longer than 6 hours, intermediate snow and ice removal shall be completed at no less than 3-hour intervals. Snow and ice removal should be performed anytime that 2" of accumulated snow or 0.1" of accumulated ice has collected on any City street or lot. 3) Contractor will furnish all equipment, maintenance, and employees to complete the work. Equipment will be owned and operated by the Contractor or its employees at Contractor's sole risk and expense. 4) Contractor represents and warrants to Riverdale that all equipment used in the performance of the work is, at all times, in good operating condition and in full compliance with all applicable state and local laws and regulations. 5) Salt is stored,via 28-E agreement between the Cities of Riverdale and Bettendorf at the City of Bettendorf's Maintenance Building at 4403 Devil's Glen Road. Contractor and employees of Contractor will be provided training by City of Bettendorf on salt loading equipment. Sign in and sign out requirements are established by the City of Bettendorf and shall be followed by Contractor. Failure to follow rules and requirements established by the City of Bettendorf may result in Contractor purchasing salt outside of this contract and without reimbursement by the City of Riverdale. Contractor is solely responsible for abiding by the 28-E agreement rules established. Brine is an acceptable alternative to salt. 6) Any salt used on properties not owned by the City(e.g. PVHS lots, SCC roads& lots) must be documented as used on these locations and quantified. City is responsible for charging other entities for salt used on non-City properties. Failure to provide accurate accounting for salt used on non-City properties may result in those line items not being paid by those entities. This is the sole responsibility of the Contractor to properly account for these items. 7) Contractor represents and warrants to the City that one-way travel time from the Contractor's home base to the Contractor's business site to the work locations listed above is no more than 60 minutes. 8) Contractor represents and warrants to the City that one-way travel time from the Contractor's home base to the Contractor's business site is no more than 30 minutes. 9) Contractor shall comply with all applicable laws of the State of Iowa and the City of Riverdale's Code of Ordinances. 10) Contractor shall, at Contractor's sole cost and expense, obtain and maintain during the term, and any renewals or extensions thereof: a. A commercial general liability policy insuring Contractor(and naming Riverdale as an additional insured) against liability arising out of the work in an amount not less than $500,000 combined single limit, bodily injury and property damage per occurrence and $1,500,00 in the aggregate b. Worker's compensation insurance in the applicable statutory limits. Such insurance policies shall name the City of Riverdale as additional insured under the policy. The policies will insure performance by the Contractor of the indemnity provisions below. The limits or coverage of such insurance will not, however, limit the liability of the Contractor hereunder. 11) The Contractor shall provide a copy of the insurance certificates to the City of Riverdale each contract year, prior to the contract being accepted and/or renewed. Failure to do so will make this contract null and void. 12) Contractor shall indemnify, defend, and hold harmless the City of Riverdale and its officials and employees from and against any and all losses, liabilities, claims, damages, actions, fines, penalties, expenses, or costs(including court costs and reasonable attorney's fees) ("Losses")arising out of the negligence, recklessness, or willful misconduct of the Contractor or its employees, officers,or directors in performing the work. 13) Notwithstanding any other provision of this Contract or anything to the contrary that may be provided for by operation of law, neither party shall be liable to the other party for lost profits, lost revenue, loss of anticipated business,or any other form of indirect, incidental, special, consequential, exemplary,or punitive damages,even if that party has been informed of the possibility of such damages and even if such damages are foreseeable, whether as a result of breach of contract, breach of warranty,tort, or otherwise. The indemnities in this section shall be the sole and exclusive remedy available to each party hereunder. 14) Damage to roads,curbs, lawns, mailboxes and other personal property will be the Contractor's responsibility to repair or replace. The Contractor will be responsible for notifying the City of any damages done to properties during the snow or ice removal. The City will send the property owner a letter notifying them of the damage. Should a mailbox be unusable,the contractor will supply a temporary fix until the permanent fix can be made. Repairs/replacement must be comparable to the original. All repairs must be completed before the season's final payment. If not, the final payment will be withheld until repairs are approved by the property owner or the City. 15) Should the City maintenance person be required to remedy any condition that may arise after Contractor has been notified, the City will deduct his time and material from the next invoice. 16) Salt and sand may be contracted by the Contractor or purchased directly by the City of Riverdale and be stored at the Bettendorf Municipal Garage. 17) The City's allotment of sand or salt may not be used for any purpose not defined in this document or outside the City of Riverdale. 18) Contractor's sole payment for the work provided hereunder is based on a per-hour charge for each piece of equipment used by the contractor in the performance of the work. The contractor shall invoice the City of Riverdale monthly for charges incurred hereunder.
