SYCOLIN ROAD IMPROVEMENTS PROJECT

WHEREAS, the FY99 Capital Improvement Program includes a project for engineering and
design of the Sycolin Road Improvements project with an authorized budget of $400,000; and
WHEREAS, the town received from consulting engineering firms five responses to a Request for
Proposals for engineering and design of the project; and
WHEREAS, the written and oral responses from each firm were evaluated by a selection
committee, which included a member of the council, in accordance with the town Purchasing Policy; and
WHEREAS, Frederic R. Harris, Inc. was judged by the selection committee to be best qualified
to perform the work; and
WHEREAS, fee negotiations conducted with Frederic R. Harris, Inc. resulted in establishing the
cost for the work at $400,000.00.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The Town Manager is authorized to execute, on behalf of the town, a contract in the amount of
$400,000.00 for engineering and design of the Sycolin Road Improvements project with Frederic R.
