THE BREWSTER BOARD OF HEALTH REGULAR MEETING
TUESDAY, MAY 9, 2006 7:OOPM

Present: Ed Wanamaker, Chairman, Raquel Ellis, Vice Chairman, Joanne Hughes, James Reynolds, Dan Brightman, Nancy
Ellis Ice, Health Director and Tammi Mason, Administrative Clerk.
7:00 Bennett &O'Reilly-variance request for 6 Anchors Aweigh Drive
Matt Farrell present. System is in failure. Upgrading, keeping current tank, new sas system.
Variances requested: 3.5 foot variance for sas to property line (trench a); 13.5 variance from sas to cellar wall (trench a);
4 variance for sas to property line (trench b); 9 variance for sas to cellar wall (trench b).
Motion: RE-grant variances as requested. JH seconded for discussion. Add a 2 bedroom deed restriction
requirement. 5 yes.
7:10 Bennett &O'Reilly-variance request for 30 Carver Road
Matt Farrell present. Remove existing dwelling and replacing it, new system will go in. Variances requested are; 2 foot
from sas to property line; 10 foot from sas to cellar wall; 16% variance requested for 3 bedroom capacity; no reserve
area proposed. Locus map on plan is incorrect. JH suggested a shared sewer system for this area. RE stated that the
room on the first floor would be considered a bedroom and system wouldn't be big enough. RE-continue this application
until a new floor plan is submitted. RE-can you make the trench longer with a variance to property line. MF-can do it by
keeping 5 feet from each property line.
Motion: RE-continue hearing, JR seconded. 5 yes.
7:20 Jeff Thibodeau-massage establishment application
Jeff Thibodeau present. Proposal is to have business in a finished basement with walk out access. Board discussed septic
issues.
Motion: JH-grant permit for massage establishment pending an inspection. RE second. 5 yes.
JH-from now on use 75 gpd per 1000 sf. as amount for massage therapists and office. DB seconded. 5 yes.
7:30 Stephen Brown-food establishment application
NI ~ Pout comments from Victor Staley. Needs to clear up discrepancies with building dept. and have a formal
review done. Continue until the next meeting in June.

NI passed out SM's recommendation letter. FB spoke about what he was going to do. RE-if FB is proposing to use dishes
than the 35 gpd rule will apply, if paper ware is going to be used than the 20gpd rule will apply. NI asked the Board if
they wanted the full septic report.
Motion: RE-grant FE license conditional on receiving a passing title 5 inspection, receipt of CFM certification,
SM recommendations are met and he uses paper ware to serve food. JR seconded. 5 yes.
Discuss removing Assistant Health Director from the Union
Discussion. Bring job descriptions to the next meeting. For now, keep job in union. Get union rep. to come into the next
meeting.
Motion: JH continue until next meeting. DB second. 5 yes.
Discuss COOP Plan
EW-his name should be taken out. Health Director has authority to make emergency decisions.
NI handed out info on the next LEPC meeting
