REGULAR COUNCIL MEETING, OCTOBER 3, 2016
CALL TO ORDER
The Regular Council Meeting of October 3, 2016, was convened at 6:00 P.M. by Mayor
Carrie Tergin.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schreiber,
and Ward
Arrived Late: *Wiseman (arrived at 6:03 P.M.)
Absent: Costales
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Mihalevich, seconded by Councilman Hussey, to
adopt the agenda with an amendment to add the following two items under
“Miscellaneous Agenda Items:”
(d) Recognition of Police Officer Shawn Dumsday for receiving an award from
the Missouri Mothers Against Drunk Drivers (“MADD”)
(e) Move Resolution RS2016-21 from “Resolutions” to this point on the
agenda to recognize the 2016 Outstanding City Employee earlier
The motion to adopt, as amended, was approved unanimously.
*Councilwoman Wiseman arrived at this point in the meeting (6:03 P.M.)
Recognition of Scouts:
Mayor Tergin recognized Boy Scouts in the audience and asked them to come forward
and introduce themselves and state the Troops with which they were affiliated. All the
Scouts present were from Troop 8 of both JC and Trinity Lutheran Schools. Mayor
Tergin welcomed them and wished them well in their Scouting achievements.

MISCELLANEOUS AGENDA ITEMS
a. Mayor Tergin read and presented a p roclamation in recognition of “Rotary World
Polio Day” to Mr. Greg Frank, Jefferson City Breakfast Rotary Club, who made
comments regarding this issue. He then introduced other Rotary Club members
present who identified which Rotary club they represented.
b. Mayor Tergin read the proclamation in recognition of the late Joe Wilson which
had been presented to Mr. Wilson’s family during a private family memorial
ceremony upon the passing of Mr. Wilson. Mr. Wilson’s son, Justin, was present
and thanked the City for recognizing his father. Parks, Recreation, and Forestry
Department Director Todd Spalding also announced that the Parks and
Recreation Commission had voted to name the Missouri River Noren Access the
“Joe Wilson Serenity Point at Noren Access” in honor of Mr. Wilson.
c. Mayor Tergin read a “letter of appreciation” addressed to the “Toys for Tots”
organization in recognition of their efforts to provide toys to children each
Christmas, and encouraged citizens to support this cause. Mr. Harold E.
Faughan was present to make comments about the organization and thanked the
City for its recognition.
d. Mayor Tergin announced that Police Officer Shawn Dumsday had recently been
one of fifteen police officers recognized by the Missouri Mothers Against Drunk
Drivers (“MADD”) for outstanding efforts towards reducing drunk driving
throughout the state. Officer Dumsday was present and made comments and
thanked the City for recognizing his efforts.
e. Resolution RS2016-21 was taken up at this time.

A motion for adoption of RS2016-21 was made by Councilman Mihalevich, seconded by
Councilwoman Wiseman, and approved unanimously by the following roll-call vote:

and Wiseman
Nay: None
City Administrator Steve Crowell made a presentation regarding Mr. Voss’s outstanding
service to the City, and congratulated Mr. Voss who was present to accept the
Resolution.

PUBLIC HEARINGS
There were no public hearings scheduled for this time.
APPOINTMENTS BY THE MAYOR
There were no appointments presented for approval at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
No presentations were made at this time.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Mayor Tergin made announcements about the following recent or upcoming events:
1. October 1 marked the anniversary of when Jefferson City became the state
capital on that date in 1826.
2. October is Breast Cancer Awareness month, and events sponsored by the
American Cancer Society (635-4839) as follows:
a. October 9 – Cole County “Pink Up the Race” 5k event, 2:00-4:00 P.M.
b. October 7 – “Pink Ribbon Golf Tournament,” 10:00 A.M.
c. October 20 – “Pretty in Pink” ladies’ cocktail party event, 5:00-8:00 P.M.
3. SSM Health Center will sponsor its annual “Mammothon” event throughout the
month of October. Those having a mammogram on each Thursday through the
month will receive a free t-shirt from SSM.
Council Members made announcements about the following recent or upcoming events:
1. Councilman Graham announced that Lincoln University is celebrating its
Homecoming, and reminded citizens that fireworks will occur at 9:00 P.M. on
Friday, October 7; the parade will take place on Saturday, October 8, beginning
at 9:30 A.M; and the football game will kick off at 2:00 P.M. He stated
expectations are that this year would be the largest homecoming in Lincoln
University’s history as LU is celebrating its 150th anniversary.

2. Councilman Henry announced the 6th annual “Ball 4-D-Hall” 3-on-3 basketball
scholarship fundraiser game sponsored by Lincoln University in honor of the late
Daryl A. Hall. The event would occur on Saturday, October 8, at 12:00 P.M. at
Knowles YMCA, with all proceeds going towards the Officer Daryl A. Hall
Scholarship for LU students.
Staff made announcements about the following or upcoming events:
1. Planning & Protective Services Director Janice McMillan announced that CAMPO
is hosting an open house on Thursday, October 13, from 3:00 -6:00 P.M. in the
Boone-Bancroft Room to receive input from citizens on pedestrian and bicycle
issues.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Lincoln University student liaison Jonathan Jackson was not present to provide an
update.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS

A motion was made by Councilman Branch to approve the Consent Agenda as

INFORMAL CALENDAR
There were no bills on the Informal Calendar.
PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
The following persons made presentations in opposition to an apartment complex
development proposed by Missouri Housing Development Commission (“MHDC”) on
property at the corner of E. McCarty and Lafayette Streets:
Ms. Donna Deetz, whose comments included the announcement of a public hearing
sponsored by the Missouri Housing Development Commission (“MHDC”) on Monday,
October 17, at 11:00 A.M. at the Stoney Creek Inn, 2601 S. Providence Road, in
Columbia. She indicated her trolley company will provide trolley transportation to that
public hearing.

Mr. Matt Holland, who had not signed up to speak, also asked to speak. A motion was
made by Councilman Mihalevich, seconded by Councilman Graham, to suspend the
Council’s rules and allow the additional speaker. The motion was approved
unanimously.

Mr. Matt Holland
Ms. Cathy Bordner, who had not signed up to speak, also asked to speak. A motion was
made by Councilman Schreiber, seconded by Councilman Graham, to suspend the
Council’s rules and allow the additional speaker. The motion was approved
unanimously.

COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY
Councilman Mihalevich requested that Interim City Counselor Mark Comley provide
information regarding the Council’s participation in the above -mentioned public hearing
or in the matter of the MHDC development issue. Mr. Comley made comments
regarding the “due process” required of the Council by statute and City Code, and
answered questions asked by the Mayor and Council.
NEW BUSINESS
There was no new business brought forward at this time.
UNFINISHED BUSINESS
Councilman Graham stated he had been asked by Councilman Costales to request an
update on the status of the classification and compensation study. Mr. Crowell stated he
believed the process was nearing its completion and hoped to have the final information
to bring to the Council within the next few weeks.
ADJOURNMENT
As no further business was brought the Council at this time, Mayor Tergin adjourned the
meeting at 7:19 P.M.
