RESOLUTION NO. 99-34 ADOPTED February 9, 1999
A RESOLUTION: AWARDING A CONTRACT FOR THE REVIEW OF ENGINEERING
CONSTRUCTION DRAWINGS TO WILLIAM H. GORDON
ASSOCIATES
WHEREAS, The Town of Leesburg has maintained a high level of engineering plan
review service during the previous four (4) years through use of two outside consultant
engineering review services retained under two (2) separate engineering plan review contracts;
and
WHEREAS, one (1) contract with the firm of Post, Buckley, Schuh and Jemigan, Inc., is
current and will mn to February 15, 2000; and
WHEREAS, the second contract with the firm of William H. Gordon Associates,
originally awarded on January 4, 1995, has expired; and
WHEREAS, the second plan review consultant is needed to review the plans prepared
and submitted to the town in accordance with the timelines set forth by the Town Council; and
WHEREAS, a request for engineering services proposals was advertised and two (2)
responses were received in January 1998; and
WHEREAS, the selection committee evaluated the proposals and selected the firm of
William H. Gordon Associates, Inc., as the top ranked firm; and
WHEREAS, the selection committee recommends award of a plan review contract to
William H. Gordon Associates, Inc.

ASSOCIATES
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized to sign on behalf of the town a contract in a form
approved by the Town Attorney for the review of engineering plans and construction drawings
with William H. Gordon Associates, Inc.
