APPROVING AN APPROPRIATION OF $20,000.00 TO THE TOWN
MANAGER'S CONTRACTUAL SERVICES ACCOUNT TO FUND THE
ENGINEERS AND SURVEYORS INSTITUTE (ESI) PROGRAM IN THE
TOWN OF LEESBURG UNTIL JUNE 30, 1999
WHEREAS, the approved FY 1999 budget includes $30,000.00 to fund the town's contract with
ESI to conduct peer plan review, education and technical issue efforts; and
WHEREAS, the ESI program is meeting its objectives and has improved the town's plan review
process by increasing the involvement of local development engineers; and
WHEREAS, the overwhelming number of development plans received by the town in the first
six months of FY 1999 was not anticipated and as a result, through December 31, 1998, only $5498.75 of
the original $30,000.00 budget remains with one-half of the fiscal year yet to be funded with no
reduction in development in sight; and
WHEREAS, with the surge of development submittals comes a corresponding increase in
revenue from zoning, subdivision and development fees, and actual collections through December 31,
1998, have been $440,927.55, an unexpected increase of $140,927.55.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows
An appropriation of $20,000 from the unappropriated General Fund balance to the Town
Manager's contractual services account is hereby authorized to fund the ESI contract through the
remainder of the fiscal year.
