HomeMy Public PortalAbout02-01-2010PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MONDAY, FEBRUARY 1, 2010 The Common Council of the City of Richmond, Indiana met in regular session Monday, February 1, 2010 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY MR. MILLER President Miller presided and the following business was conducted: ROLL CALL Councilors present were Kelley Cruse - Nicholson, Bruce Wissel, Clay Miller, Bing Welch, Larry Parker, Robert Goodwin, Diana Pappin and Phil Quinn. Absent was Howard "Jack" Elstro. Also present were: Walt Chidester, City Attorney, Sally Hutton, Mayor; Karen Chasteen, City Clerk; Monica Burns, Deputy City Clerk; Harry Maginity, Indiana Department of Transportation; Greg Stiens, City Engineer; Williams Harris, Human Resources, Pat Welch; Kristi Bowen; Brian Welch and several Richmond High School students who will receive credit for their Government class. APPROVAL OF MINUTES Mr. Parker moved to approve the minutes of the meeting of January 19, 2010, supported by Welch. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS ■ Presentation of a Distinguished Hoosier Award to Councilman Bing Welch for 21 years of service on Council. The Award was presented by Wayne County Republic Party Chair Misty Hollis representing Indiana Senator Allen Paul and Gov. Mitch Daniels. COMMUNICATION FROM THE MAYOR ■ A Three Million Dollar grant from Indiana Housing & Community Development Authority's Neighborhood Stabilization Program has been approved. These funds will be used in distressed neighborhoods beginning with the Vaile District. ■ Mr. Maginity of the Indiana Department of Transportation that the City will receive Two Million Seventy Five Thousand Eighty Dollars for phase II of the rehabilitation of Salisbury Road. The additional money will be used to cover increased construction, right -of -way and utility relocation costs. ■ Eight students from the Elizabeth Starr Academy were winners in the State of Indiana Science contest. ■ The magazine for Boys & Girls Clubs featured Richmond in a two -page article titled Pipeline for our Future. ■ The National magazine for the High School Peer Helpers mentioned Richmond on six pages. Common Council Minutes February 1, 2010 Page 2 of 3 ■ The Government Academy has been cancelled but there will be a Town Hall Meeting February 25 or 26. Details will follow. ■ The fourth annual Financial Fair will be held at Starr School. AARP representatives will help with the preparation of taxes. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the January 14 & 21, 2010 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and /or ORGANIZATIONS ■ WAYNE COUNTY TOURISM BUREAU BOARD: Ms. Pappin moved to confirm Dana Weigle who was the nomination of the Chamber of Commerce to serve another term on the Tourism Board of Directors. This motion was supported by Mr. Welch. MISCELLANEOUS BUSINESS ■ Mr. Wissel moved to strike Ordinance Nos. 39 & 40 -2008, supported by Mr. Parker. Upon a vote viva voce, the motion passed. ORDINANCES ON FIRST READING Mr. Wissel moved to suspend the rules and read Ordinance No. 3 -2010 on first reading by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. ORDINANCE NO. 3 -2010 — AN ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO ACCEPT DONATION OF MEMORIAL DISPLAYS IN THE VETERANS MEMORIAL PARK The Clerk read Ordinance No. 3 -2010 on first reading by title only. Presented by Mr. Harris, this Ordinance would authorize the City of Richmond to accept the donation of all improvements and memorials located in the Veteran's Memorial Park. This would allow the City to cover these items with insurance. Mr. Welch moved to advance Ordinance No. 3 -2010 to second reading and to suspend the rules and read by title only, supported by Mr. Parker. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 3 -2010 on second reading by title only. Council President Miller declared Ordinance No. 3 -2010 on second reading and public hearing. Speaking in favor was Vicki Meek, President of the Wayne County Veteran's Council. There being no comments against the Ordinance, Mr. Wissel moved for engrossment of Ordinance No. 3 -2010, supported by Ms. Pappin. Upon a vote viva voce, the motion passed. Mr. Wissel moved to advance Ordinance No. 3 -2010 to third and final reading and suspend the rules and read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 3 -2010 on third reading by title only Ordinance No. 3 -2010 was adopted with an 8 -0 roll call vote. Common Council Minutes February 1, 2010 Page 3 of 3 ORDINANCES ON SECOND READING ORDINANCE NO. 1 -2010 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 ( Ahaus Tool) The Clerk read Ordinance No. 1 -2010 on second reading by title only. This Ordinance is a request of Ahaus Tool & Engineering for a ten -year tax abatement on equipment valued at Six Hundred Thirty Thousand Dollars. The company plans to buy a large boring and milling machine and the expansion will allow Ahaus to create one new job and retain 69 additional jobs. The Tax Abatement Committee recommended approval. Council President Miller declared Ordinance No. 1 -2010 on second reading and public hearing. There being no comments for or against the Ordinance, Mr. Parker moved for engrossment of Ordinance No. 1- 2010, supported by Ms. Cruse - Nicholson. Upon a vote viva voce, the motion passed. Ms. Cruse - Nicholson moved to advance Ordinance No. 1 -2010 to third and final reading and suspend the rules and read by title only, supported by Mr. Welch. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 1 -2010 on third reading by title only. Ordinance No. 1 -2010 was adopted with an 8 -0 roll call vote.
