ADOPTED February 23, 1999
A RESOLUTION:
AUTHORIZING AN AGREEMENT WITH MARYLAND
DEPARTMENT OF ENVIRONMENTAL QUALITY
WHEREAS, the Leesburg Water Pollution Control Facility (WPCF) currently operates
under an existing Maryland NPDES permit which establishes performance standards for operation
of the facility and discharge of the effluent; and
WHEREAS, the Town of Leesburg has received a 50% cost share grant from the state of
Virginia to voluntarily upgrade the town's (WPCF) to include nitrogen removal; and
WHEREAS, Maryland has agreed to enter into a Consent Agreement with Leesburg to
establish less stringent interim performance standards for the plant during construction of
improvements.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The town manager is hereby authorized and directed to sign said Consent Agreement on
behalf of the town.
