ESTABLISHING A CAPITAL PROJECT AND MAKING AN APPROPRIATION
FOR ROAD WIDENING AND A SIDEWALK ON THE NORTH SIDE OF EAST
MARKET STREET FROM LOUDOUN STREET TO HARRISON STREET
WHEREAS, installation of sidewalk, curb and gutter and road widening along the north side of East
Market Street between Loudoun Street and Harrison Street is necessary for current and future pedestrian and
vehicular traffic; and
WHEREAS, a portion of the land where the road and sidewalk are to be installed is part of the
Dodona Manor property which is a National Historic Landmark; and
WHEREAS, The George C. Marshall International Center, owner of Dodona Manor, has consented to
allowing construction, operation and maintenance of road and sidewalk improvements under the terms of a
License Agreement; and
WHEREAS, the design and construction of this project using local funds will allow better
coordination with the town's East Market Street Widening Project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The FY1999-2003 Capital Improvements Program is amended by adding a project to
construct sidewalk, curb and gutter and road widening along the north side of East Market Street between
Loudoun Street and Harrison Street.
SECTION II. An appropriation from the unappropriated General Fund balance in the amount of
$40,000 is made to the new capital project established in Section I above for design and easements.
