RESOLUTION NO. 99-98 ADOPTED April 13, 1999
A RESOLUTION: INITIATING AND REFERRING AMENDMENTS TO THE I.EESBURG
ZONING ORDINANCE TO PROVIDE FOR NOISE ATTENUATION
AND OVERFLIGHT NOTIFICATION PROCEDURES IN THE
AIRPORT SAFETY OVERLAY DISTRICT
WHEREAS, the Environmental Element Policies of the Leesburg 1997 Town Plan call for
development to respect environmental factors that affect the quality of life of Leesburg residents,
including noise control; and
WHEREAS, the Town Council believes that the zoning of the Town should be consistent
with the policies of the Town Plan; and
WHEREAS, the proposed amendments are consistent with the goals of the Town Plan, will
promote the public health, safety and welfare, and will facilitate economic development within the
Town.
THEREFORE, RESOLVED by the Council of the Town Leesburg in Virginia as follows:
SECTION I. Text amendments to Section 5D of the Leesburg Zoning Ordinance are hereby
initiated to:
1. Prohibit residential construction in the LDN 65 noise contour noise zones.
2. Mandate disclosure and acoustical treatment for residential construction within
the LDN 60 to 65 zone.
3. Mandate disclosure for residential construction within one mile of the LDN 60
contour.
SECTION Il. The Planning Commission shall hold a public hearing to consider these
amendments to the Zoning Ordinance, and report its recommendation to the Town Council
pursuant to Chapter 22, Title 15.2-2204 of the 1950 Code of Virginia, as amended.
