A.Proposed Amendment tothe 2017-2021 Transportation Improvement Program:Extension of Mission Drive
and Wildwood Drive.(Continued from October 6,2016).
Action Requested:Review for discussion and recommendation to the Boardof Directors.
Staff Report:Discussion of this proposed amendment was tabled at the October 6 Technical Committee
meeting.The project sponsor reports the fiscal constraint documentation will be provided to the Technical
Committee prior to the meeting on November 3.

A. Visioning and travel demand model draft scope of services.
Action Requested:Discussion and Recommendation to Board of Directors.
Staff Report:Travel demand modeling and visioning for the MTP update are in the approved Unified
Planning Work Program.Staff recommends seeking one consultant contract, based on the below draft
scope of services:
The Capital Area Metropolitan Planning Organization is seeking qualifications for scenario planning to
create a vision for CAMPO's Metropolitan transportation and local planning documents. Consulting
responsibilities may include but are not limited to the following:
• CommunityVIZ on site 3 day complete training for CAMPO staff.
• Scenario Planning facilitation, consulting and project support.
• Travel demand modeling supporting scenario planning.
• Listof recommended improvements and new projects which may include conceptual drawings of lane
configuration,lane widths,signalization,intersection configuration and other recommended
improvements.
The project may include other consulting services as may be necessary to support and supplement these
activities.
B. Proposed Amendment to the 2017-2021 Transportation Improvement Program for the Community Park
Greenway Trailhead using Recreational Trails Grant.
Action Requested:Discussionand Recommendationto Board of Directors.
Staff Report:The City of Jefferson Parks,Recreation,and Forestry Department,was awarded a
Recreational Trail Grant for the construction of a new greenway trailhead on the East Branch of the city's
greenway system. This is a TIP amendment because of the federal transportation dollars.

Ms. McMillancalled the meeting to order at 10:02a.m. and asked Ms. Stratman to call roll. A quorum of
12 voting members was present.

Mr. Benz moved and Mr. Smith seconded to adopt the agenda as printed. The motion passed unanimously.

Mr. Benz moved and Mr. Smith seconded to approve the minutes from the meeting of September 1,2016
as printed. The motion passed unanimously.

7.New Business
A.Proposed Amendment to the 2017-2021 Transportation Improvement Program
Functional Classification Revision for an extension of Mission Drive and Wildwood Drive.
Ms.McMillan referred Technical Committee Members to the staff report and application packet included
in the meeting packet. She stated that Mr. Kerstenwas not able to attend in order to describe his project. Ms.
Millan explained that staff recommends continuing or tabling this project to a future meeting to give an
opportunity to provide more sufficient or complete information.
Mr.Benz moved and Mr.Smith seconded to continue this item to the November 3,2016 CAMPO
Technical Committee.The motion passed unanimously.
8.Other Business
A.Adoption of2017 MeetingSchedule
Mr. Benz moved and Mr. Bange seconded to adopt the 2017 Meeting Schedule as proposed. The motion
passed unanimously.
B.Status ofcurrentworktasks
Ms. McMillanannounced that an Open House for the Capital Area Pedestrianand Bicycle Plan will be held
on Thursday, October 13,2016 from 3:00 p.m. to 6:00 p.m. For additional work task items, Ms. McMillan
referred to the memo included in the meeting packet.
C.Requestsfor Letters ofSupport
Ms. McMillan explained that CAMPO received requests for letters of support in regard to grant
applications received for the Transportation Alternatives Program.Staff will present these requests to the
Board of Directors for review at their October 19,2016 meeting.
D.Member Updates
Ms.McMillan announced that she will be retiring on January 12, 2017.

—Mr.Landwehr gave an update on road projects throughout the County

-Mr.Bangegave an updateon the followingprojects:(1) Stadium Boulevard/Jefferson Street project;
(2) streetscape improvements in the 400 block of E High Street and the 300 Block of Adams Street;
and (3)Forest Hill stormwater replacement project.
—Mr.Gates gave updates on the following: (1) Ice Arena has reopened after a recent flash flood; (2)
Wellness Center; (3) Frog Hollow Greenway Trail extension; and (4) Parks Master Plan Update.
-Mr.Morasch gave an update on the Capitol Avenue sidewalk project.
-Mr.Stegeman announced the "Ride the Bus Free Day" on Monday, October 10,2016.

—Mr.Engelbrecht gave an update on the Missouri River Bridge project.
*Ms. McMillan explained that Mr. Kersten arrived. She informed Mr. Kersten that the Technical
Committee continued his application to their November 3, 2016 meeting in order to garner additional
information.

Project Description:Development of a greenway trailhead at Community Park -improvements include a restroom,
spray ground,misting station,water fountain,bike rack,additional parking,benches,landscaping,and lighting.
Project Location:Community Park and Eastside Family Activity Center property.
Project History:Thisproject will be made possible by the collaboration of several partners.Friendsof Community Park,
East Side Activity Center,surrounding neighborhoods and nearby residents brought the idea to Parks and Recreation
and provided input on project design and amenities included in the trailhead.The Jefferson CityCultural Arts
Foundation,Central Bankand Ameren Missouri have pledged donations to help fund the project.The cooperation and
support from the various groups was a bigpart to the success in receivinga Recreational Trails Grant (RTP)grant.
