A RESOLUTION AUTHORIZING SOLICITATION OF PROPOSALS
FOR A COMPREHENSIVE VEGETATION STUDY AS
RELATED TO INVASIVE SPECIES REMOVAL FOR
1 THE CITY OF RIVERDALE, IOWA
WHEREAS, The City Council of the City of Riverdale(City) has determined that the growth of
certain non-native plant species("Invasive Species") are harming woodlands, fields and lawns and
gardens throughout the community and have allocated funds for the reduction and elimination of Invasive
Species; and,
WHEREAS, in order to clearly identify the scope and nature of the problem of Invasive Species
so as to most effectively eliminate them, the City Council wishes to issue a request for proposals for a
Comprehensive Vegetation Study for the City.

NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
RIVERDALE, SCOTT COUNTY, IN THE STATE OF IOWA:
Section 1. That the Request for Proposals for Comprehensive Vegetation Study("RFP") is attached
to and hereafter made a part of this resolution.
Section 2. That with Council approval,the Mayor shall execute said Consent Agreement and the
City Clerk shall attest his signature.
Section 3. That upon the approval of the Council and signing by the Mayor,the City Clerk shall
properly post notice in accordance with law and with the assistance of the City Administrator shall solicit
proposals for Council consideration on the timeline provided for in the RFP.

Section 1 - Background/introduction
The City of Riverdale, Iowa, was incorporated in 1950, covers approximately two square miles,
and has over 400 residents. Riverdale is the smallest city in the Quad City metro and consists of
five distinct neighborhoods.
Section 2 - Project Goals and Scope of Services
Riverdale recognizes it has an invasive plants issue. The City is seeking the services of an
arborist or certified professional to identify which plants exist in which public (or City owned)
areas of the City. A herbaceous and woody plant survey with documents including: overall
inventory, invasive species map, hazardous trees/dumpsite map, high priority/native area map,
and Shannon Index interpretation are expected. To be as comprehensive as possible, sampling
should occur in all four seasons throughout the calendar year 2020. A map outlining the
public/City owned areas of the City is attached to this RFP. All areas indicated in green, blue,
and dark gray should be sampled.
Section 3 - Anticipated Selection Schedule
The City will select the best qualified vendor from the proposals received no later than
December 31, 2019, so that the survey may begin on January 1, 2020.
Section 4 - Time and Place of Submission of Proposals
The RFP will be posted on the City's website, www.riverdaleia.com, and can be downloaded from
there directly as of October 10, 2019.

It is the bidder's responsibility to ensure that the City has received their proposal.
Bidders to this RFP must submit one original and six copies of their proposal. Responses must
be received no later than November 30, 2019. Responses should be clearly marked "RFP -
Vegetation Survey" and mailed or delivered to the contact person listed above.
Section 5 - Timeline
The City anticipates the following timeline:
• October 10, 2019 Request for Proposals published
• October 25, 2019 Deadline for bidders to submit questions
• November 12, 2019 Deadline for the City's response to questions
• November 30, 2019 Deadline for the submission of proposals
• December 10, 2019 Selection of bidder
• December 11-12, 2019 Notification to successful and unsuccessful bidders
• January 1, 2020 Work begins
• December 31, 2020 Work is complete.
• January 31, 2021 All reports/elements are emailed to the RFP contact person.
Section 6 - Elements of Proposal
The following elements should be present in all proposals submitted:

❑ Overall inventory.
❑ Invasive species map.
❑ Hazardous trees/dumpsite map.
❑ High priority/native area map.
❑ Shannon Index interpretations.
❑ If the submitter is a corporation, description of the corporation that includes a general
overview, names and credentials of administrative team, and number of full-time
employees.
❑ A one page narrative outlining the corporation's strengths and distinguishing skills or
capabilities as they may relate to the City and this project.
❑ Curriculum vitae or resume of the specific person who will conduct the survey.
❑ Quoted price to conduct survey.
Section 7 - Evaluation Criteria
Vendors will be evaluated based upon the following criteria:

• Thoroughness of proposal. Proposal includes all elements listed in Sections 2 and 6 of
this RFP.
• Qualifications of corporation, if applicable. Experience with invasive plant assessment.
• Qualifications of individual conducting survey. Experience with vegetation surveys.
Expertise and technical skills that match the City's needs. Arborist or certified
professional.
• Cost of services within the City's budget.
Section 8 - Possible Roadblocks
The selected vendor should be aware that s/he will be surveying wooded areas during hunting
seasons, and the City does often engage in controlled hunts and trapping of invasive animals.
Section 9 - Budget
The City has set aside up to $20,000 to be used toward the assessment and mitigation of
invasive plant species. However, its goal is to use only up to 50% ($10,000) of that set-aside for
survey purposes.
