A RESOLUTION:
INITIATING REVISIONS TO ARTICLES 7 THROUGH 11 OF THE
TOWN OF LEESBURG DESIGN AND CONSTRUCTION
STANDARDS MANUAL
WHEREAS, the DESIGN AND CONSTRUCTION STANDARDS MANUAL (DCSM)
was adopted by the Town Council on June 27, 1990 and became effective on August 27, 1990;
and
WHEREAS, the DCSM sets forth the requirements for all construction drawings
submitted with subdivisions and development plans within the corporate limits or within areas of
Loudoun county served by town utilities; and
WHEREAS, the DCSM is part of the Town's Subdivision and Land Development
Ordinance, and Amendments to this ordinance must follow the process established in Section
15.2-2252 of the 1950 Code of Virginia, as amended; and
WHEREAS, revisions to Articles 7 through 11 of the DCSM have been prepared for
consideration; and
WHEREAS, in order to adopt these DCSM revisions the Town Council must refer these
proposed amendments to the Planning Commission for review, public hearing, and
recommendation.
WHEREAS, preparing the amendments has been a joint effort between the Town and the
Engineers and Surveyors Institute (ESI); and

WHEREAS, these revisions (Articles 7 through 11) have been reviewed by the ESI
Leesburg Technical Issues sub-committee and have been endorsed by the ESI Leesburg
Committee, and all members of the ESI Leesburg Committee believe that the changes contained
in the revision will improve the DCSM.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Council hereby initiates and refers these proposed amendments of Articles 7
through 11 of the DCSM to the Planning
recommendation.
