IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Dennis McArthur, Councilmember Jane Shaw, Councilmember Dan Gubler, Councilmember Steve Elliott, Public Works Supervisor Zech Prouse, Police Chief Shannon Basaraba, City Clerk Robyn Keyes. VISITORS: Paul Scoresby Mayor Andersen introduced Paul Scoresby from Schiess and Associates, and announced that Malinda Edwards had resigned from the grant writing position. The Mayor said Ms. Edwards had been named as administrator of the Safe Routes to School (SR2S) grant for the crossing signals and one of the requirements of the grant was an administrator needed to be in place. Mr. Scoresby asked the Mayor if he had received information or paperwork regarding the crossing signal grant or the walking path grant. The Mayor said he had not received the paperwork. Mr. Scoresby asked the mayor if he had talked to Darrel West from BPMO, the Mayor said he had, but Mr. West had referred the Mayor to Guy Bliesner at District 93. Councilmember Gubler said he would contact the City of Idaho Falls for help with the SR2S crossing signal grant. Mayor Andersen said he would contact Guy Bliesner from District 93 and Lisa Farris. Mr. Scoresby suggested Clerk Keyes become the grant administrator for the crossing signals. Mr. Scoresby asked if the grants were for 2010 or 2011. Mayor Andersen said they were for 2010. Safe Routes to School walking path The SR2S walking path was reviewed Mr. Scoresby said there was not adequate room on 55th to make the path separate from the road and recommended connecting the path to the west side of the road. Mayor Andersen asked if the path could be connected to the turnouts at the end of Barnes Way and Quaky Aspen so there would not be unpaved areas between the path and the road. Mr. Scoresby said he would connect the paths to the turn outs. Chief Basaraba suggested making the path on 55th 10 feet wide because of the heavy traffic on that road. The Council and Mr. Scoresby agreed to make the paths the same as the existing paths, and the path would stretch from Quaky Aspen at Iona Rd to Shurtliff Rd. at 55th Well House #3 Mr. Scoresby said he had a proposal for upgrading well house #3. 1 Mayor Andersen said the well house did not need to be cinderblock, and instead, the footings could be raised with the building made with lumber. Mr. Scoresby said he had a detailed scope of the service for the Council to review along with a contract if they choose to accept the offer. Mr. Scoresby's proposal for the services was $200,000, which included tearing down the old building, building a new well house, a generator, electrical or gas hook-ups, a VFD, a fence, and replacing sod along with other needed equipment. Mayor Andersen agreed the project was a priority and said the City was in a position to do much of the work itself. The Mayor reminded the Council that there was $250,000 in saving, $125,000 of which was available for the project. The Mayor said the only other way to pay for the project would be to raise the water rate, which he did not recommend. Mr. Scoresby said the City would have to put the project out for bids unless the City did the project in two phases to break up the cost. Mayor Andersen asked who would manage the grant if the City contracted with Scheiss and Associates. Mr. Scoresby said he would personally manage the SR2S grant and the entire project for well #3. Mayor Andersen said the Council would discuss the project in further detail and get back with Mr. Scoresby with a decision. The Mayor thanked Mr. Scoresby for his time. Reports. Chief Basaraba said his office was nearly finished. The Mayor asked if he would like to have an open house for his new police station and the Council's new rostrum. The Council agreed to just post the additions in the newsletter and invite the public to stop in to see them. Chief Basaraba said he would be discussing changing the dog ordinance at the next meeting to make it an infraction based ordinance. The Chief said he issued one non- commercial dog license in January and knew that there were many more people out there that had more than two dogs. The Chief said he would talk more about the subject at the next meeting. Councilmember Elliott said the Historical Society was making progress with the museum and would talk with the Council at the next meeting regarding a proposed idea. Councilmember Shaw had no new report. Clerk Keyes went over the delinquent water list with the Council and said she was beginning to collect business license renewals. Council President McArthur said the Lion's Club was moving forward with the monument project and the tree committee was continuing to work on the tree inventory. 2 Councilmember Gubler said the rostrum was nearly complete and the microphones would be installed soon. Councilmember Gubler also said the fire district was in the process of acquiring some land by Beeches Corner for a new fire station. Mayor Andersen asked Councilmember Gubler to coordinate with Chief Basaraba for civil defense assignments.
