AWARDING A CONTRACT FOR ARCHITECTURAL DESIGN AND
ENGINEERING SERVICES FOR THE IDA LEE PARK RECREATION
CENTER EXPANSION PROJECT
WHEREAS, the town's Capital Improvement Program includes a project for the expansion
of the Ida Lee Park Recreation Center; and
WHEREAS, sealed proposals were solicited and received pursuant to the Town of
Leesburg's Purchasing Policy for architectural design and engineering services for expansion of
Ida Lee Park Recreation Center; and
WHEREAS, five proposals were received and evaluated pursuant to the proposal
documents and the Town of Leesburg's Purchasing Policy; and
WHEREAS, two architectural firms were selected for interviews by the selection
committee pursuant to the proposal documents; and
WHEREAS, one architectural firm, Hughes Group Architects, was selected for fee
negotiations pursuant to the proposal documents; and
WHEREAS, Hughes Group Architects, submitted the most qualified and most responsive
proposal at a contract price of $371,253; and
WHEREAS, the Parks and Recreation Department recommends that a contract in the
amount of $371,253 be awarded to Hughes Group Architects, to secure architectural design and
engineering services for the. Ida Lee Park Recreation Center Expansion Project; and

WHEREAS, the Town Council Finance Committee has recommended approval of the
contract award to Hughes Group Architects, in the mount of $371,253 to secure architectural
design and engineering services for the Ida Lee Park Recreation Center Expansion Project.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized and directed to execute, on behalf of the town, a contract
with Hughes Group Architects, in the contract amount of $371,253 to secure architectural and
engineering services for the Ida Lee Park Recreation Center Expansion Project.
