AUTHORIZING A CONTRACT WITH L.A. MERI
CONSTRUCTION OF THE WPCF EXPANSION AND UP,
WHEREAS, the Town of Leesburg duly advertised and received sealed bids

on June 2, 1999 from
four prequalified contractors to construct BNR improvements to the town's Water Poi lution Control Facility
(WPCF) in accordance with published bid documents and pursuant to state and local l~rocurement laws; and
WHEREAS, the lowest bid received was from L.A. Merrell, Inc., in the amc,unt of $5,605,739.00;
and
WHEREAS, the town's engineering consultant, CH2M Hill, recommends ax mrd of the contract to
L.A. Merrell, Inc., based on review of their financial and performance capabilities; an~
WHEREAS, funding is available for this project through the Virginia Water ~uality Improvement
Fund - Grant Number 440-5-98-07 and the Virginia Revolving Loan Fund - Loan Nur lber C-515230.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virgi nia as follows:
The Acting Town Manager is hereby directed to enter into an agreement with L.A. Merrell, Inc., in
a form approved by the town attorney, for construction of the WPCF BNR project in the amount of

$5,605,739.00.
