RESOLUTION NO. 99-187 ADOPTED June 22, 1999
A RESOLUTION: AWARDING THE ODAL INSTALLATION CONTRACT TO SIGNAL
& CONTROL COMPANY
WHEREAS, the Town of Leesburg solicited for sealed bids for the installation of an
omni directional approach lighting system (ODAL); and
WHEREAS, three proposals were received for consideration by the advertised bid
deadline; and
WHEREAS, the low responsive and responsible bidder was Signal & Control Company;
and
WHEREAS, Signal & Control Company's bid for installing existing ODALS without an
access/service road is $43,456.05; and
WHEREAS, the proposal submitted by Signal & Control Company is in accordance with
the bid requirements; and
WHEREAS, the Airport Director and Campbell and Paris Engineers have reviewed
Signal & Control Company's bid and found no irregularities; and
WHEREAS, the Airport Director and airport engineers recommend that Signal & Control
Company be awarded the contract for the installation of ODALS at the Leesburg Municipal
Airport; and
WHEREAS, the Leesburg Airport Commission has been briefed on the bid submissions
and concur with the Director's recommendation.

AWARDING THE ODAL INSTALLATION CONTRACT TO SIGNAL
& CONTROL COMPANY
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is hereby authorized and directed to enter into a contract, in a form
approved by the Town Attorney, with Signal & Control Company, in the amount of $43,456.05
for the installation of a ODALS at the Leesburg Municipal Airport.
