HomeMy Public PortalAbout003-1981 - Zoning - 300 Through 326 North 4th StreetGENERAL ORDINANCE NO. 3-1981 AN ORDINANCE AMENDING CHAPTER 154 OF THE MUNICIPAL CODE, BEING ORDINANCE NO. 2325-1968, COMMOMY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUKE 3, 1968, PROVIDING FOR THE REZONING OF PROPERTY LOCATED AT 300 THROUGH 326 NORTH 4TH STREET FROM R-3 ONE -TO - EIGHT FAMILY RESIDENCE DISTRICT TO M-1 LIGHT INDUSTRIAL DISTRICT. WHEREAS, the Zoning Map which is part of Ordinance No. 2325-1968 designates and describes as R-3 One -to -Eight Residence District, the property located at 300 through 326 North 4th Street, in the City of Rich- mond, Indiana; and, WHEREAS, it is the intent and purpose hereof to change the zoning classi- fication of said property from R-3 One -to -Eight Family Residence District to M-1 Light Industrial District; and, WHEREAS, a study of this Ordinance was conducted by the Richmond City Plan Commission the 27th day of January, 1981, at which time remonstrances were heard from all parties interested in or affected by this Ordi- nance; and, WHEREAS, the vote of the Riclrmnd City Plan Commission was ten (10) to zero (0) in favor of recommending the passage of Ordinance No. 3-1981. NOW THEREFORE BE IT ORDAINED by the Commnnn Council of the City of Richmond, Indiana, as follows: SECTION 1. That the zoning classification of the property described below be, and the same is hereby changed to M-1 Light Industrial District, and that said property be regulated in accordance with the Zoning Ordinance of the City of Richmond, Indiana and all amendments thereto. Lots Phmbered 3, 6, 11, 14, 19 and 22 in the Sturgis Addition to the City of Richmond, Indiana. SECTION 2. This Ordinance shall be in full force and effect from and after its passage and approval as by law required. Ma ATTEST:F' City Clerk CITY PLAN COMMISSION RICHMOND, INDIANA 1.0113p, January 29, 1981 Mr. Kenneth Mills, President Members of Coimion Council & Mrs. JoEllen Trimble, City Clerk Municipal Building Richmond, Indiana 47374 Re: Ordinance No. 3-1981 Plan Commission Case PC-81-5 Dear Mr. Mills, Members of Common Council and Mrs. Trimble: The Richmond City Plan Conmi_ssion conducted a public hearing on Tues- day, January 27, 1981, on the petition of Floyd Nixon; Gayle Gardner, Agent, requesting a rezoning from R-3 One -to -Eight Family Residence District to M-1 Light Industrial District on property located at 300 through 326 North 4th Street. Five (5) notices of public hearing were sent to adjoining property owners with one (1) returned in opposition to the request. During the public hearing no one spoke in opposition to or in favor of the petition. The Plan Commission considered the following facts in making their determination: 1. The Master Plan designates the property in question as Industrial. 2. Significant changes have occurred since the adoption of the Zoning Ordinance in 1968 including the demolition of blighted dwellings and outbuildings. The resultant vacant ground has not been attractive to new residen- tial development. 3. The proposed zoning change is a logical continuation of an existing M-1 District. 4. The area adjacent to the property in question presently adjoins M-1 Zoning on the north so that property values in the neighborhood should not be harmed.
