MEDINA CITY COUNCIL MEETING MINUTES OF JUNE 16, 2009
The City Council of Medina, Minnesota met in special session on June 16, 2009 at 6:01
p.m. in the Medina City Hall.
1. Call to Order

II. 2009/2010 Budgets
Adams provided an update of the 2009 end of year budget projects at a $26,500 shortfall.
He advised that if downward trends continue or worsen that staff will be seeking and
recommending an action plan to respond to the shortfall at the July budget work session.
Adams discussed the 2009 legislative session and legislation affecting Medina's
budgeting capabilities including tax levy restrictions and Local Government Aid and
Market Value Homestead Credit unallotments. Adams stated staff is expecting Medina's
2010 tax levy cap to be between 1 % and 4%, not including special levies.
Adams presented a preliminary budget at a 1 % tax levy increase, 0% salary (cost of
living and step increase for all non -union employees), maintaining status quo on cost -
share of health insurance premium increases, reducing social service funding in half,
maintaining a full-time Planning Director position, transferring identified administrative
costs for the storm water utility to general fund in full, which results in a $33,000 budget
shortfall even though expenditures are decreasing $13,500. Adams advised that a
recommendation will be made at the July budget session on Planning Department staffing
needs. Adams requested authorization to open administrative discussions on all city
contracts, including union contracts, for 2010 and requested policy direction on the
budget discussion points.
The Council agreed to authorize the City Administrator to open contract discussions as
they pertain to the 2010 budget.
Discussion was held on the proposed tax levy for 2010. Options discussed included a
range from a 0% tax levy increase to the tax levy cap that will be determined by the State
in July. No additional special levies are being proposed by Staff at this time.
Day provided an overview of the special assessments that have been deferred on Green
Acres for several years. Staff requested direction to send a courtesy letter to affected
Medina residents informing them of their current value of deferred assessments based on
compounding interest. The Council agreed to send the courtesy letters.

III. City of Independence Comprehensive Plan
Finke highlighted some key components to the Independence Comprehensive Plan and
proposed Medina comments.
Staff recommended comments on: addressing concern with the sewer system planning
and number of available units in the existing system; addressing concern with the Maple
Plain water system connection; requested information on Inflow & Infiltration plans;
requested information on both Townline Roads; recommended trail connections;
comment on rural density of 1 unit per five acres not being consistent with Met Council
requirements for Medina; and, commendation on restoring quality of lakes.
The Council agreed to the Staff comments and recommended a draft letter be sent to the
City Council members for individual comments prior to mailing to Independence.
