EXECUTIVE SESSION MINUTES (ACTION) The Board will consider approving executive session minutes: 1/20/15; 1/26/15; 2/3/15; 2/13/15; 2/24/15; 3/10/15; 3/17/15; 4/7/15; 4/17/15; 4/28/15 ii. CONTRACT NEGOTIATIONS, LITIGATION AND REAL PROPERTY 1.To discuss strategies with respect to collective bargaining updates by the Town Manager relative to Police,Fire and Dispatch,because an open meeting may have detrimental effects on the bargaining positions of the Board; 2.To discuss considering the purchase,exchange,lease or value of real property in regards to a property on Claflin Avenue,Pratt Estate,the Wyckoff Parcel and the parcels recommended by the Elementary School Building Committee, because an open meeting may have a detrimental effect on the negotiating position of the Board; 3.To discuss strategy with respect to litigation with respect to NSTAR/Eversource (DPU 15-02),because an open meeting may have a detrimental effect on the litigation position of the board; and 4.To conduct strategy sessions in preparation for negotiations with nonunion personnel. PARADE PERMIT (ACTION) The Board will consider approving the following Parade Permit: Proponent​: Aaron Nemzer, DMSE Sports Enterprises Starting Point​: Center School, Hopkinton Ending Point​: Main Street (Route 135) at the Ashland Town Line (through to Boston) Date & time​: September 27, 2015, 5:30AM Street Closings​: None. MARATHON FUND REQUESTS (ACTION) The Board will consider approving the following Marathon Fund requests: 1.The Hopkinton Police Association 2015 Fishing Derby - $1,000; 2.300th Anniversary Committee to fund the “Gym Dandies Unicycle Drill Team” for the 300th Anniversary Parade - $2,000; and 3.Council on Aging fitness classes - $1,000. Supporting Exhibits​: ​Marathon Fund requests​; ​Marathon Fund balance​. iii. ​SEASONAL LIQUOR LICENSE - HOPKINTON FARMERS MARKET (ACTION) Proponent: Zoll Cellar Winery The Board will consider approving a section 15F special seasonal liquor license for the entire summer season, as part of the annual town wide Farmer’s Market on the Town Common. The market will be recurring each Sunday from 1:00PM - 5:00PM beginning June 14th and running through October 18, 2015. Supporting Exhibits:​ ​Zoll Brothers Winery Application & Permitting Team Comments. 7:10 PM ASCERTAINMENT HEARING FINDINGS FROM CABLE ADVISORY (ACTION) 6. The Board of Selectmen, as cable television Franchising Authority, will vote to accept the Ascertainment Findings prepared by staff and the Cable Advisory Committee in connection with the determination of the Town of Hopkinton’s franchise renewal needs and interests to be submitted to Verizon. These findings follow several public ascertainment proceedings by the Town, including a public hearing held on July 1, 2014, at which residents and community leaders provided detailed, extensive and Page 2   strong testimony about the importance of public, educational and governmental (“PEG”) access needs in Hopkinton and important community, municipal and School Department cable-related needs. Verizon representatives were in attendance. The Cable Advisory Committee approved to recommend the Ascertainment Findings to the Board on April 29, 2015. Proponent: 85 West Main Hopkinton, LLC Location: 85 West Main Street, Hopkinton, MA (to be assigned 89 West Main Street) The Board will continue its public hearing on considering approval of an application for a Section 15 Wine & Malt beverage license for 85 West Main Hopkinton, LLC and forward to the ABCC for their affirmation.
