HomeMy Public PortalAbout1999_07_13_r202 The Town of Leesburg, Virginia PRESENTED July 13, 1999 RESOLUTION NO. 99-202 ADOPTED July 13, 1999 A RESOLUTION: SUPPORTING PRESERVATION AND LIMITED USE OF THE RUST ESTATE WHEREAS, Loudoun County was requested to review and process a Special Exception SPEX 1999-0011 to permit an educational and research facility in the A-3 Zoning District to provide a wildlife sanctuary on the 62-acre Margaret Dole Rust estate; and WHEREAS, after reviewing Loudoun County Issues Paper dated June 16, 1999, with regard to the Margaret Dole Rust Estate, town staff discussed the proposal with County Staff and the applicant and prepared a list of concerns and recommended safeguards embodied in a July 1 memorandum transmitted to the County Planning Department; and WHEREAS, the Planning and Zoning Committee of the Town Council at their meeting of July 6, 1999, requested that a resolution be prepared to send to Loudoun County stating the Town's position with regard to the proposed Special Exception, and WHEREAS, the Rust Estate is located within an area of the County designated as "Greenbelt" which is intended to provide an effective transition between the suburban areas of the town to the east, and rural area in which the Rust Estate is located as a means of preserving the rural character of that area. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. Loudoun County is respectfully urged include the following conditions in the approval of the Special Exception: 1. The "greenbelt" specified in the County Plan be preserved at this location 2. The character of the estate be maintained in its current state, and only minor improvements as may be required by law or for public safety be made. 3. The level of activity within this site be maintained below the point which would require additional road rights-of-way or easements, or water and sewer capacity. 4. No connection shall be made between Children's Center Road and parcels not presently served by that road. SECTION II. The Town endorses the Special Exception pursuant to the conditions listed above. SECTION III. The Town Manager is directed to deliver this resolution to the appropriate officials of Loudoun County. PASSED this 13th day of July, 1999. AT]qEST: Clerk of Council s E.
