WHEREAS, certain extraordinary emergencies have developed since the adoption of the existing annual budget so that it is now necessary to appropriate more money for the various functions of the City Government than was appropriated in the annual budget. NOW THEREFORE BE IT ORDAINED BY THE CUItUN COUNCIL OF THE CITY OF RICWOND, INDIANA: SECTION 1. That for the expenses of the City Government and its institutions for the year ending December 31, 1981, the following amount of money is hereby appropriated and set apart out of the fund named and for the purpose specified. Said sum being subject to the law governing the same. Such amount appropriated shall be held to include all expenditures to be made during the year unless expressly stipulated by law. SECTION 2. That for the said fiscal period there is hereby appropriated from the Cumulative Capital L7 provement Fund the following specified amount to meet the extraordinary emergency hereby declared to exist: A11UUNT AMOUNT REQUESTED APPROPRIATED Cumulative Capital Improvement Fund $5,000. $5,000. TOTAL $5,000. $5,000. These funds are to be appropriated for the following; Board of Works - 2690-Other contractual services (Sanitary Sewer Extension, Industrial Parkway) SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. Elstro Hankinson, Carter Absent: O _ presided with the following members present: Williams Ahaus , Welch , Parker Paust 0 The following business was had to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of Apri18 and April 15 Said notices stated that a public hearing would be held on the 20th day of April 1981 , by the Common Council to consider additional appropria- tions as provided for in Ordinance No. 19-1981 , within the City of Richmond, Indiana. The proof of publication and posting of notices were examined and found to be correct and in order. Councilman Welch moved the proof of publication and posting of notices be received and ordered filed, seconded by Councilman Hankinson _ and on voice vote the motion was carried. The Clerk read on second reading Ordinance No. 19-1981 President Mills announced Ordinance No. 19-1981 is on public hearing.
