AN ORDIDiANCE TO APPROPRIATE FROM THE CU MATIVE CAPITAL r,1pR0VRNM FUND
(CIGARETTE TAX).
UiEREAS, certain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate more
money for the various functions of the City Government than was appropriated
in the annual budget.
NOW THEREFORE BE IT ORDAINED BY THE CCH11ON COUNCIL OF THE CITY OF RICHMOND,
INDIANA:
SECTION 1. That for the expenses of the City Government and its institutions
for the year ending December 31, 1981, the following amount of money is hereby
appropriated and set apart out of the fiord named and for the purpose specified.
Said sun being subject to the law governing the same. Such amount appropriated
shall be held to include all expenditures to be made during the year unless
expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated from
the Cumulative Capital Improvement Fund the following specified amount to
meet the extraordinary emergency hereby declared to exist:

Cumulative Capital Improvement Fund $50,000. $50,000.
TOTAL $50,000. $50,000.
These funds are to be appropriated for the following;
Motor Vehicle Highway - 4250-Streets, Alleys, Curbs, Sidewalks
SECTION 3. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the State of
Indiana governing emergency appropriations.
PASSED AND ADOPTED by the Comm Council of the City of Richmond, Indiana, this

COUNCIL OF 'Tlll CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the.
Council Chambers in the *Municipal Building of said. City Apri 20, 1981
at the hour of 7:30 p.m.
Councilman Mills presided with the following members present:

Hankinson Welch Parker ,
Carter _ , Paust

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of -April 8 and April 15
Said notices stated that a public hearing would be held on the 20th day of
April 1981 , by the Common Council to consider additional appropria-
tions as provided for in Ordinance No. 20-1981 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman Welch moved the
proof of publication and posting of notices be received and ordered filed,
seconded by Councilman Hankinson and on voice vote the motion was
carried.
The Clerk read on second reading Ordinance No. 20-1981
President Mills announced Ordinance No. 20-1981 is on public hearing.
